The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking to fill the position of tax administration advisor for fragile and conflict-affected states (FCS) at AFRITAC West (AFW) in Abidjan.

The successful candidate will be appointed for a period of one year. The contract may be renewable subject to satisfactory performance and availability of funding. It is expected that sufficient funding will be available for the advisor to spend around four years in the position. The advisor will be based at the AFW offices in Abidjan, Côte d’Ivoire.

The advisor's primary responsibilities will be to: (i) support the center director and steering committee in developing and monitoring the AFW work plan for the member countries categorized as FCS, following the IMF Strategy for FCS and IMF Results Based Management (RBM) principles and practice; (ii) contribute to center reporting; (iii) consult with tax authorities on capacity development priorities and provide direct technical assistance as needed (including support in the use of the ISORA data platform, one of FAD’s tools to support revenue administration); (iv) help countries implement tax administration reform strategies designed in close coordination between them and FAD; (v) provide support to short-term tax administration experts recruited to deliver technical assistance to these countries; (vi) manage the development and delivery of tax administration capacity building events such as regional workshops and seminars; (vii) coordinate with other technical assistance providers and their experts; and (viii) as required, represent FAD at events organized by other regional organizations in the area.

Qualifications:

The technical skills and qualifications required for this position include high level of knowledge in the following areas:

  • Legislative and regulatory environment for tax administrations organization, strategic planning, and management of a tax administration.
  • The use of information technology and new digital tools and applications to support tax administration operations.
  • The whole range of tax administration technical procedures and controls including core tax functions.
  • Policies and activities in the field of tax enforcement and compliance.
  • Familiarity with tax policies and regulations.
  • International good practices in tax administration.

Applicants should have extensive practical experience in the above areas with at least five years in a senior position within a revenue/tax administration. Preference will be given to applicants who have an all-round experience in managing tax operations; who have participated in tax administration reform programs; who have experience in hands-on delivering and managing technical assistance work and coordinating with other donors and technical assistance providers; and who are aware of the issues and challenges facing tax administration reform in fragile and conflict-affected states. Previous experience of capacity building in the tax administration area and experience in organizing and conducting training courses and workshops, and Certification in the Tax Administration Diagnostic Assessment Tool (TADAT) will be added advantages.

General requirements for candidates include:

  • An advanced university degree in a relevant field and at least four years of professional experience. Preference will be given to candidates with at least eight years of experience within a revenue/tax administration or international organization providing technical assistance on revenue policy and administrative matters.
  • Excellent interpersonal skills, and ability to work as part of a team, to maintain effective and cooperative relations with national authorities and with donors, and to handle sensitive issues with discretion in a multicultural environment.
  • Full proficiency in French and working knowledge of English.
  • Strong oral and written communication skills, particularly presentational capabilities to deliver effective seminars and training events.
  • Strong organizational and planning skills with ability to manage budget and other resources effectively and flexibly, ensuring timing and quality compliance with reporting requirements while working with considerable autonomy.
  • Familiarity with modern computer systems, applications software, and digital innovations to support tax operations.
  • Previous experience of capacity building in the tax administration area, particularly in a fragile or conflict environment, would be an advantage.
  • A willingness to travel extensively in the region is required.

Successful applicants who are not selected for this position may be eligible to join the FAD panel of tax administration experts, from which individuals are recruited for short-term assignments focusing on specific areas.

Assumption of duty is expected to be April 1, 2024.

This position is not based at the Fund’s Headquarters in Washington, DC; as a result, the vacancy will close at 11:59 PM at the local time of the job location.

For Regional Capacity Development Center (RCDC) selection, in the event a staff member is selected for the position s/he will retain staff status and move laterally for the duration of the assignment subject to the limit of staff assignments earmarked for this purpose.
