The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking a qualified candidate to fill a Public Financial Management (PFM) resident advisor based in Freetown, Sierra Leone. The initial appointment will be for a period of one year, that may be extended subject to satisfactory performance.

The advisor will primarily provide capacity development and advice to the Ministry of Finance (MoF) in budget planning, control and reporting with the focus on:

  • Budget preparation focusing on the development of a medium-term budget framework that supports the preparation of a credible annual budget.
  • Budget execution focusing on strengthening expenditure controls and managing arrears.
  • Financial reporting focusing on improving the quality of fiscal reports.

The advisor will work closely with MoF staff, mainly from the Directorate of Budget and the Office of Accountant-General, as well as with IMF headquarters staff and other IMF experts.

The advisor will: (i) develop tools and other relevant products for capacity development within MoF; (ii) guide and strengthen institutional arrangements within MoF that can contribute to the main objectives described above; (iii) organize and deliver training courses for country officials; (iv) contribute to headquarter-led capacity development activities; (v) coordinate with the IMF regional capacity center (AFRITAC West 2) and (vi) manage the work of IMF short-term experts.

Qualifications

Applicants should have a relevant University degree or equivalent (at least at master’s level), preferably in economics, finance, or accounting. Preference will be given to applicants with a minimum of ten years of practical experience in a senior line or advisory position within a ministry of finance, or a related budgetary institution; and have relevant experience of PFM reforms, in one or more of the PFM fields noted above. The applicant should also have:

  • Strong oral and written communication skills (including electronic media)

  • Excellent interpersonal skills and ability to work as part of a team, maintain effective and cooperative relations with national authorities as well as donors and other development partners, and handle sensitive issues with discretion in a multicultural environment.

Experience providing capacity development in a low income or emerging country would be an advantage.
