The Monetary and Capital Markets Department (MCM) of the International Monetary Fund is seeking an experienced expert to work as resident advisor on public debt management issues and stationed at AFRITAC West (AFW) in Abidjan, Cote d’Ivoire. AFW was launched in 2003 to provide technical assistance (TA) and training to the eight countries of the West African Economic and Monetary Union (WAEMU), namely Benin, Burkina Faso, Côte d’Ivoire, Guinea-Bissau, Mali, Niger, Senegal, and Togo, as well as to Guinea and Mauritania, and regional institutions, including BCEAO (Banque Centrale des États de l'Afrique de l'Ouest), the Central Bank of the WAEMU.

This is a one- to two-year long-term expert assignment (contractual, renewable up to a maximum of five years) based in Abidjan, Cote d’Ivoire.

In line with the decisions of AFW Steering Committee, the AFW work program includes technical assistance in sovereign debt management and debt sustainability analysis (DSA). Specific areas include (i) the formulation and implementation of medium-term debt management strategies (MTDS) and DSAs appropriate to each country’s overall economic program; (ii) operational, organization and governance arrangements for debt management, including ensuring appropriate reporting; and (iii) the development of domestic and regional debt markets.

The successful candidate will be backstopped by MCM experts in Washington. He (She) will be tasked to: (i) prepare and implement TA action plans in AFW member countries related to debt management and market development; (ii) transfer knowledge to national and regional authorities at the institutional, policy and operational levels to build technical capacity in these areas, using a variety of means and promoting country “ownership;” (iii) hire, manage and backstop short-term experts for technical assistance missions in those areas; (iv) take a leading role in preparing the public debt management components of the AFW work program; and (v) actively coordinate with IMF headquarters, including AFR, and headquarters-based TA, other TA providers, and their experts. The position will pick up on work already in train and will benefit from reports of work done in the region in the debt management field.

The work of the resident advisor will be accomplished in close collaboration with the various stakeholders, including Ministries of Finance and debt management offices in recipient countries, donors, the BCEAO, and relevant Fund departments. The advisor will therefore need to establish a good working relationship with these institutions.

Qualifications

The successful candidate should have:

  • A minimum of 8 years relevant practical experience in operational work in public debt management. Such experience would have normally been acquired at a national institution in charge of debt management and by delivery of TA through the IMF or other international financial institutions. Experience with the repayment/securitization of government arrears, debt reprofiling/buyback operations, or expertise in risk management would be a plus.
  • Full familiarity and practical experience with the Bank-Fund MTDS toolkit, the LIC DSF, as well as with issuance and management of public debt securities.
  • A university degree in Economics, Finance, or a related field.
  • Knowledge of the technical assistance work, organization, policies, and procedures of the IMF, and the institutional setting of the beneficiary countries.
  • Ability to work closely with other organizations, senior government officials, and other long-term and short-term experts.
  • Excellent interpersonal skills, including the ability to deal effectively and build relationships of trust with senior policymakers in the region and the donor community, and to work as part of a team that would include staff at IMF headquarters.
  • Strong reporting skills, including through formal written briefs before missions (on objectives and deliverables) and detailed reports after missions on findings and results.
  • Full fluency in French, and a good working level command of English.
  • Strong oral and written communication skills.
  • Willingness to travel frequently in the region, and occasionally further.
