Job Description

The Libya INGO Forum (LIF) is an independent network of 30 humanitarian, development, and peacebuilding organizations who respond to the various needs of Libyan communities through direct implementation. It exists to promote the voice of international non-governmental organizations (INGOs) in the Libya response. The forum aims at bringing together INGOs working in Libya to address key issues of common interest and to improve the coherence and effectiveness of the assistance provided. The purpose of the assessment is to understand the current situation of civil society in Libya, exploring the challenges, priorities, gaps, and needs to move towards an inclusive and comprehensive localization process. LIF is seeking to hire a researcher or a group of researchers, with specific expertise in qualitative and quantitative research methods, and are familiar with data collection tools such as surveys and key informant interviews, and who have conducted similar research and/or assessments in complex settings. This consultancy will strengthen LIF’s mandate and vision to advance towards further localization and evidence-based support for more effective practice and impactful service to strengthen civil society in Libya. The Researcher will report to a Localization Coordinator and Advisory Group.

LIF is looking for a consultant (or a team of consultants) to design and conduct assessment for the Gap needs and challenges of Civil society In Libya.

The overall purpose of the consultancy is to assess the current situation (challenges, Gaps, needs) of civil society interviewing and surveying various stake holders.

The specific objectives of the consultancy are:

1. Assessment report

2. Presentation

3. Advocacy Messages (??)

Deliverable and timeline:

• Develop a suitable methodology for the assessment, to be approved by the LIF Localization Coordinator and the Advisory Group.

• Identify and map out stakeholders critical to the assessment, draft their profiles Initiate interaction with relevant stakeholders for the assessment, keeping in mind potential risks and abiding by the do no harm principle.

• Conduct research on a national level with various stakeholders to understand the challenges facing civil society in Libya.

• Collect, analyse and interpret qualitative and quantitative data, as noted in the approved methodology

Conduct statistical analysis of longitudinal, cross-sectional and comparative data.

• • Prepare and deliver regular status updates and report on results of survey-based research.

Produce a final report with the research findings and recommendations.

• Collaborate in the development of manuscripts for publication in peer-reviewed journals.

• Coordinate research activities with LIF and its members staff, donors, academic & research partners, and practitioners working across a wide range of humanitarian organizations and Civil Society in Libya.

• Develop and deliver high quality presentations to various audiences.

• Regular meetings with Localization coordinator, Advisory Group, LIF members, to update and adjust the research methodology based on context changes.

• Maintain, update and preserve the integrity of the stakeholder contacts database, reconcile conflicting data in the database, including and remove duplicate records.

• Help develop and manage strong working relationships with a diverse range of allies and stakeholders, including international, national NGOs, Donors, Authorities operating in Libya.

• • Participate in the LIF CSO working groups and coordination meetings.

• • Other duties as assigned.

Qualifications

Location(s)

The Assessment will take place in All Libya where the selected stakeholders are located. Modality may occur online if deemed necessary by the Localization Coordinator to ensure sufficient participation and safety.

Timeline

1. Interventions within the framework of this project will be implemented over the period of 1st June 2025 to 30th Aug 2025

Payment Rate and Schedule:

20% Payment upon signing contract 80% paid after submission of final Draft of the research, presentation and its annexes.
