Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts**, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.** It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women is working to support Lebanon to recover from its current economic crisis and to support national stakeholders to integrate gender equality priorities in national economic recovery and reconstruction efforts. To this end, UN Women is partnering with a range of organizations to produce gender analysis and data to inform recovery and reconstruction.

To support this seeking a research and writer with strong expertise on issues of women’s economic empowerment, humanitarian action and recovery, who has strong technical skills in quantitative and qualitative data gender analysis, monitoring and evaluation and strategic writing. The person will be on retainer, available to support UN Women Lebanon as needed in analyzing data and drafting policy and research documents.

Duties and Responsibilities

Main Objectives and Purpose of the Consultancy :

For the purpose of this consultancy, the objective is to hire someone who will support UN Women in data analysis, research and writing. The person will be on retainer with UN Women, so that expertise and support can be leveraged as needed giving the fluidity of the current environment in Lebanon.

Function and Duties:

Research:

  • Designs methodologies, terms of references and proposals for research on gender-related topics
  • Supports on secondary data review and desk research
  • Provides inputs on inter-agency research frameworks, methodologies and assessment approaches
  • Analyses raw data and generates descriptive analysis of quantitative data with focus on gender as a variable
  • Performs content analysis of qualitative data collected by UN Women, partners or other agencies with focus on gender as a variable
  • Conducts qualitative interviews for research on gender on an as-needed basis
  • Undertakes strategic writing on issues of gender equality, humanitarian action and economic empowerment
  • Edits and review UN Women produced research

Monitoring and Evaluation:

  • Supports on the design and implementation of monitoring and evaluation frameworks for UN Women projects

Other:

  • Provides capacity building for UN Women and humanitarian partner staff on integration of gender into quantitative and qualitative research and analysis

Time frame

Payment will be made based on days worked.

The following deliverables are indicative and may change over time.

  1. Three project concept notes
  2. Analysis of up to 15 datasets (qualitative or quantitative) and drafting of gender analysis
  3. Drafting of three gender alerts

Required Skills and Experience

Education:

  • Master’s degree in international Affairs/Development, Sociology, Public Administration, Economics, Gender and Women’s Studies, and/or with strong knowledge of gender issues, or related discipline.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • Minimum 5 years of relevant experience in researching, data analysis and editing complex reports with a focus on humanitarian action
  • Expertise writing/editing on issues related to Lebanon.
  • Computer skills, internet communication and command of MS Office

Language Requirements:

  • Fluency in written and oral English and Arabic is a must

Evaluation Criteria:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%) split such as:

  • Education: 20%
  • Minimum 5 years of relevant experience in researching, data analysis and editing complex reports with a focus on humanitarian action: 30%; (should detail work experience, specifically experience which is relevant to the consultancy requirements indicated above.)
  • Language skills: 20%

Financial Evaluation (30%): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical).
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30.
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • Financial proposal; Proposed inclusive daily and lump-sum rate.
