The Social Policy, Evaluation, Analytics and Research (SPEAR) programme exists to strengthen capacity of government partners (and UNICEF internally) for evidence-based social policy and progressive financing for children and to strengthen systems for delivering and monitoring expanded and integrated social protection to all children in Bangladesh, particularly the most disadvantaged. A key focus of the Bangladesh Country Office (BCO) is evidence generation and use for informed decision-making at programme and policy level, nationally and sub-nationally. This includes development and shepherding of BCO’s evidence strategy and alignment of the Integrated Monitoring and Evaluation Plan (IMEP) to the strategy; quality designs, implementation, and dissemination of evidence; guaranteeing quality assurance and ethical standards in evaluations, research, and strategic studies; leadership on capacity building around evidence generation and knowledge management to ensure strengthened evidence-based programming and decision-making and use of all results both internally and externally with government partners.

How can you make a difference?

Within the above context, the Research & Evaluation Specialist is accountable for formulation, design, planning, implementing, and disseminating all evidence generation activities in BCO, with a specific focus on evaluations, to ensure overall efficiency and effectiveness of the programme management and delivery and accomplishment of programme goals and objectives. The position technically supports research, studies, and evaluations in meeting quality and ethical standards, in accordance to UNICEF programme and evidence-related policies and guidelines. The position is accountable for assisting all programme sections in evidence-based decision-making, including the design of necessary programmatic building blocks to ensure greater evaluability, success in goals achievement, and sustainability. The position is accountable for collaborating on new global programmes and their country roll-out to develop greater awareness of assumptions and perceptions about evidence-related work.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, statistics, planning development or economics.
  • Eight years of professional work experience at national and international levels in research and evaluation including international work experience.
  • Background and familiarity with Professional work experience in programme development and implementation including monitoring and evaluation activities.
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Fluency in English and another UN language is an asset.
