We are searching for a talented and experienced leader for the UNICEF Supply Division’s Research and Evidence Unit, an integral part of the Monitoring, Strategic Data and Evidence Center (MSDEC). Continuous improvement via evidence and learning characterizes the UNICEF Supply Division. In parallel, we would like to increase the awareness and external visibility of our work in supply and supply chains via evidence and publications, among others. We are looking for a candidate who is professionally well-grounded and confident, who thinks strategically and manages stakeholders and projects effectively.

MSDEC focuses on the generation, synthesis, analysis and sharing of evidence and supply chain intelligence to empower colleagues and partners to know, take decisions and communicate, as our key contributions to supply chain optimization, programme design, and demonstrating results and achievements.

How can you make a difference?

Summary of key functions/accountabilities:

  1. Leads Supply Division’s research and evidence function, ensuring good practice in methodologies are applied, providing quality assurance, establishing standards, guidance, tools and models, maintaining a close relationship to other evidence teams within UNICEF and organizing partnerships with research institutions and academia to leverage expertise and enhance UNICEF’s evidence base on supply chain activities and outcomes.
  2. Facilitates the preparation and/or update of the division’s Evidence Plan via a consultative process and based on an established set of criteria and ensures the Plan’s approval. Manages the review of the progress by the Evidence Committee, and the Committee’s feedback is considered.
  3. Oversees the design, development, implementation and documentation of key improvement initiatives for optimization and strengthening the UNICEF supply chain with a focus on solutions driven by the findings and recommendations of research and evidence projects. Enables communication on achievements and external publications, where relevant.
  4. Manages research and evaluation projects, including preparing terms of reference, contributing to design of appropriate processes and methodologies, selecting and managing consultants, ensuring adherence to UNICEF policies and protocols on research and evaluation, and ensuring the knowledge generated is available and disseminated appropriately.
  5. Facilitates supply contributions to research and evidence projects, including evaluations, led by other UNICEF offices and partners. Engages appropriate staff, coordinates and facilitates inputs, engages as a reference group member when required, and liaises with external stakeholders as necessary to ensure the UNICEF supply perspective is adequately considered and addressed.
  6. Supervises staff, contractors and consultants who manage, implement and/or support supply-related evidence generation and research. Provides leadership and promotes cohesion for the MSDEC evidence team and function.
  7. Facilitates and manages regular communication between UNICEF stakeholders and external research/evaluation teams, including by coordinating the SD management response to research/evaluation recommendations.
  8. Performs any other duties as requested by the supervisor.

To qualify as an advocate for every child you will have…

Education: Advanced university degree in social sciences, development economics or another relevant field.

*A first level university degree with a relevant combination of academic qualifications and 10 years of relevant professional experience may be accepted in lieu of the advanced university degree.

Work experience:

  • Minimum eight years progressively responsible work experience relevant to humanitarian assistance and development programmes, and a mix of field and headquarters postings are advantageous.
  • First-hand experience in managing and/or conducting complex research and/or evaluation projects (strategic, thematic, impact) in subject areas relevant to the UNICEF Supply Function.
  • First-hand experience in supply chain and in leading and/or implementing supply chain business process optimization projects.
  • A focus on mixed-methods research and evaluation methodologies is an advantage.
  • Demonstrable experience in conceptualizing, planning and executing ideas as well as transfer of knowledge and skills.

Language Requirements: Fluency in English and working knowledge of another UN language an advantage.
