Provide Support for all WV Systems and related activities of the NO: 15% of time.

  • Lead in the WV Sierra Leone intranet site management and maintenance on WV Central platform
  • Lead Horizon 3.0 activities with support from the coordination team
  • Promote Ministry Analysis with access to WV systems and applications
  • Develop systems for data aggregation, analysis and reporting and train staff therein.
  • Manage, in collaboration with ICT, all mobile data collection solutions; including but not limited to Horizon Mobile, LMMS, mHealth etc.
  • Monitor and share information illustrating the organization’s progress in achieving its strategic objectives
  • Ensure that the maximum amount of useful information is extracted from WV Central and shared with staff through the use of appropriate reporting tools
  • In collaboration with ICT, support and promote the digitalization of business processes and be the main advocate for ICT4D for World Vision Sierra Leone

Coordinate documentation and learning within WVISL to enhance strategy realization: 20% of time.

  • Support APs and special projects to document their successes and best practices into appropriate knowledge assets.
  • Maintain and manage a database that captures lessons learned, best practices ensuring standardized methodologies and alignment with WVI Knowledge Management systems and processes.
  • Ensure staff are aware of the knowledge management resources available to support their work and are using the systems efficiently and productively to share knowledge
  • Share experiences across communities of practice on innovative approaches in knowledge sharing
  • Support the establishment of WV Sierra Leone soft library using existing platforms
  • Facilitate the development of proper filing systems, and maintain these to meet WVI Knowledge Management standards
  • Advise on and implement new records management policies and classification systems
  • Provide technical support for managing any changeover from paper to electronic records management systems.

Support Evidence-based reporting, Decision making and Knowledge Sharing Practices: 15% of time.

  • Ensure the availability of data and evidence-based impact stories.
  • Ensure key national office KPIs (like the GNOD) are monitored periodically communicated with the leadership.
  • Support the reviewing of Region and AP CWB data.
  • Develop systems and structures to enhance effective learning and knowledge sharing practices within the NO
  • Capture, review success stories from implementation and share (internal/external)

Build Staff Capacity in knowledge management initiatives: 20% of time.

  • Support capacity building for all WV Sierra Leone staff on knowledge management to ensure consistency of data management.
  • Establish and nurture a body of knowledge champions to enhance collaboration and learning (e.g. activity rooms) to facilitate sharing of ideas and work among internal teams and external partners
  • Work with Sector Leads, Programme Managers and P&C to identify gaps in knowledge management among field staffs and partners and develop capacity building plans to bridge them.
  • In collaboration with M&E, Communications Unit and Program Managers, train staff in identifying and writing evidenced-based impact stories.

Research and learning: 30% of time

  • Develop strategic relationship with learning institutions and professional bodies for purposes of learning, research and documentation of best practice.
  • Lead or co-lead studies and operation research, including design (and research ethics approval where relevant), implementation data analysis and dissemination; and oversee the commissioning of studies to ensure they are delivered to quality standards.
  • Review reports, evaluations and other literature, to collate evidence of impact and to synthesize lessons learnt for donor reports and for external publications. Where required and feasible, undertake studies to complement this information.
  • Identify and implement mechanisms for sharing and disseminating good practices within World Vision International Sierra Leone and the partnership.
  • Support the technical leads to prepare abstracts and research articles that can be presented in conferences, webinars and similar fora.
  • Coordinate the technical leads to disseminate findings across a range of media including journals, bulletins, conferences and other available media.
  • Conduct internal research in assessment of capacity gaps and recommend development drives.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Minimum 5 years of practical experience in Publishing and Information Systems Management, report writing and publications field.
  • Knowledge in database structure, content management and file management systems.
  • Create frameworks through strategic policies, procedure, standards formulation and reviews, and end-user training.

Required Education, training, license, registration, and certification.

  • Bachelor’s Degree in Analytics Disciplines* (Information Technology, Information Systems…), Communication, Health, Development, Education or any related field.
  • Professional technical skill desired Certificate in Information Systems and Knowledge Management.

Preferred Knowledge and Qualifications

  • Computer skills and database analytics and visualization. Document review, and report writing skills are preferred.
  • Proficiency in written and spoken English
  • Excellent analytical skills using platforms such as SPSS, STATA, ENA SMART, NVIVO
  • Excellent research skills
  • Good interpersonal, organizational and management skills
  • Ability to maintain performance expectations in diverse cultural contexts and physical hardship conditions
  • Ability to solve complex problems and exercise independent judgement

Travel and/or Work Environment Requirement

  • Work environment: Office-based with frequent travel to the field
  • Travel: 10% Domestic/international travel is required.
  • On call: As required.
