Purpose of the role

The Research Coordinator will support the research and advocacy activities, ensure coordination with research partners and local actors, lead community engagement activities and mainstream protection considerations across CAMEALEON’s work. This role is the primary mechanism for community consultation in order to collect feedback and evidence to inform CAMEALEON’s analysis and fulfill its accountability ambitions. Under the supervision of the Consortium Manager, the Research Coordinator ensures that the research under pillar 1 and 2 of CAMEALEON is relevant, contextualized, robust and timely.

What you will do

• Support the overall strategy to produce evidence on social protection systems in Lebanon and disseminate it.
• Support the implementation of CAMEALEON research activities under pillar 1 and 2.
• Support the negotiations with relevant stakeholders regarding access to data for recipients of social assistance.
• Ensure the analysis is relevant to the research questions and produces actionable recommendations.
• Coordinate directly or with implementing partners, sub-contractors and other relevant partners and stakeholders.
• Ensure relevant external representation when needed.
• Ensure that CAMEALEON activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

Specifically you will;

• Ensure protection mainstreaming of all field activities, including considerations for people with special needs (e.g. women, disabled, elderly, children).
• Provide support, guidance, and serve as focal point during project planning and reporting.
• Support partners to conduct field research, such as with field coordination of data collection activities.
• Collect feedback on multi-purpose cash programme (e.g., key informant interviews, focus group discussion, market monitoring, and visits to beneficiary sites).
• Build relationships with cash actors and protection teams across the Bekaa, North and South.
• Attend Basic Assistance and other sector coordination meetings as relevant (e.g. protection).
• Identify and monitor risks, constraints, technical issues and escalate issues related to cash based on evaluations, field visits and periodic reports for timely leadership action.

Research:

1. Contribute to the identification of relevant evidence gaps for large-scale CVA programming in Lebanon.
2. Review and contribute to terms of reference for CAMEALEON research, including research questions, methods, outputs.
3. Review inceptions and final reports, data collection tools and coordinate the feedback process with relevant stakeholders.
4. Ensure protection is mainstreamed across research activities, particularly on research tools (survey tools, consent forms, referral procedures).
5. Act as the focal point for individual referrals by: training data collectors on referral standard operating procedures, receive information from data collectors and submit inter-agency referral forms.
6. Support the generation of evidence-based and actionable recommendations to inform policy-making.
7. Keep abreast of developments of humanitarian CVA and social protection systems in Lebanon and globally.

Coordination and negotiation:

1. Act as the focal point for the partners working on the research activities under pillar 1 and 2 of CAMEALEON.
2. Support the negotiations with data controllers on access to data for recipients of social assistance.
3. Maintain meaningful relationships with civil society organizations working in social protection to promote the dissemination of CAMEALEON research.
4. Represent CAMEALEON at coordination fora, such as the Basic Assistance, Food Security and Cash Working Groups in Lebanon

Project implementation:

1. Support the delivery of the CAMEALEON inception workshop and learning events by reviewing the agenda and invite, facilitating plenary sessions, sharing follow-up materials.
2. Support procurement processes for the identification, contracting and coordination with consultants.
3. Work with implementing partners to ensure the timely roll-out and delivery of planned implementation and research activities.
4. Support field data collection activities by implementing partners, sub-contractors and other relevant partners to ensure data quality.
5. Support drafting of donor reports.

Professional competencies

Generic professional competencies:

• Bachelor’s degree in Political Science, Economics, Social Sciences, International and Humanitarian law or related field with minimum 6-years’ experience in relevant role or Master’s degree in Political Science, Economics, Social Sciences, International and Humanitarian law, Economics or related field with minimum 3-years’ experience in relevant role.
• Minimum 3 years of experience in humanitarian cash and voucher assistance or social protection programmes and/or applied research for social sciences.
• Strong communication, coordination, representative and interpersonal skills (verbal and written)
• Previous experience from working in complex contexts.
• Proficient in Microsoft Office Applications including Excel, Word, and PowerPoint
• Fluency in English and Arabic, both written and verbal.

Context/Specific skills, knowledge and experience:

• Demonstrable ability to use research evidence to inform actionable recommendations and advocacy notes to influence policy-making.
• Experience in advocacy work.
• Experience with coordination mechanisms (cluster and sectorial).
• Experience in capacity building and community mobilization.
• Proven ability to draft research TORs, survey tools, write research reports and present findings.
• Experience in using participatory research and assessment methodologies.
• Good understanding of protection and protection mainstreaming.
• Demonstrated ability to write clear and concise reports in English.
• Excellent understanding of local context.
