Background

UN Women is working in Lebanon to support women’s inclusion in dialogue and representation in public spaces and public roles. To support this, UN Women is seeking a consultant to conduct a baseline study for a two-track dialogue process taking into account the key indicators and assessing the participants’ perception of trust and their level of commitment towards the dialogue process.

Objective of the Assignment: A consultant is being hired to develop a methodology for the following indicators, and then to conduct 2 baseline studies for the indicators:

  • Increase in trust within participants engaged in the dialogue track
  • Increase in willingness to engage in dialogue

Duties and Responsibilities

Under the supervision of the Head of Office, the overall objective of the assignment is to develop a methodology for a baseline study on increased trust between participants in dialogue processes.

The following will be the duties and responsibilities of the National Consultant:

  • Draft the methodology for measuring the following 2 indicators, specific to the project activities:
  1. Increase in trust within participants engaged in the dialogue track
  2. Increase in willingness to engage in dialogue
  • Undertake a baseline assessment of the two indicators across the 2 dialogue tracks
  • Produce 2 baseline assessment reports
  • Produce 2 indicator methodology notes
  • Amend and make comments as per feedback from UN Women and partners

Deliverables

Time frame

  • Develop 2 methodology notes on 2 indicators related to measuring trust between participants engaged in dialogue work.

20 days; 30 April 2021

  • Develop 2 baseline assessment reports that include findings, challenges, and recommendations.

10 days; 31 May 2021

Required Skills and Experience

Education:

  • Master’s degree in Social Sciences, Gender Studies, Development Studies, or equivalent work experience.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • Minimum 7 years of relevant experience in researching, data analysis and/or monitoring and evaluation.
  • Experience working on issues of trust and perception.
  • Proven successful track record of conducting baseline studies.
  • Experience working on issues of dialogue and mediation is an asset.
  • Computer skills, internet communication and command of MS Office

Language Requirements:

  • Proficiency in written and oral English and Arabic is a must.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Education: 10 points
  • Minimum 7 years of relevant experience in researching, data analysis and/or monitoring and evaluation in addition to conducting baseline studies: 40 points
  • Experience working on issues of trust and perception in addition to dialogue and mediation/peacebuilding work: 20 points

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation
