Background
The mission of the Human Development Report Office (HDRO) is to advance human development. The goal is to contribute towards the expansion of opportunities, choices, and freedoms. HDRO works towards this goal by promoting innovative new ideas, advocating practical policy changes, and constructively challenging policies and approaches that constrain human development. HDRO works with others to achieve change through writing and research, data analysis, outreach, and advocacy work.
The Human Development Report (HDR) is produced by a multi-disciplinary team. The HDR focuses on a different theme every year, with the objective of moving the global debate on human development forward. This year HDRO is working on a Special Report on Human Security that will push the analytical frontier on human security with a forward-looking lens and provide policy options for a bold systemic response to the risks that societies are facing around the globe.
HDRO seeks a consultant, who will contribute to the report preparation by fact checking the contents of the Special Report on Human Security, working with the HDR Research team. The work will be carried out remotely.
Duties and Responsibilities
Description of Responsibilities:
The work of the consultant will largely be about assisting in the fact checking process. It is expected that the consultant will perform the following tasks:
- Perform fact-checking of the Human Security Report 2021 draft.
- Prepare fact-checking matrices for selected chapters, track facts and references, and report on inconsistencies.
- Support with the finalization of references and notes.
- Undertake other tasks as required. This may include statistical data analysis, background research, final preparations of tables and figures, and others.
Main deliverables:
- Participate in fact checking training session.
- Prepare two rounds of fact-checking matrices for 4-6 chapters, track facts and references, and report on inconsistencies.
- Support with the finalization of references and notes.
Duty Station and Expected Travel:
The consultancy is home-based. No travel is expected.

Functional Competencies:
- Knowledge of the analytical foundations of the human development and capabilities approach.
- Strong academic background and background in research.
- Detail oriented, able to multitask, and deliver work on time.
- Demonstrates good writing skills and the ability to synthesize large amounts of information into succinct written notes/reports, summaries.
Required Skills and Experience
Education:
- Master’s degree or equivalent degree in a social science.
- Degree in economics, sociology, political science, and environmental science, with experience in international development and knowledge of developing economies, are particularly relevant.
Experience:
- Minimum twelve month full or part-time work experience in research related activities.
- Knowledge of key debates in the area of development studies.
Desired:
- Experience on working with EndNote for managing references and citations.
- Familiarity with the process of producing a leading global report.
- Solid experience with analysis rooted in the human development approach.
- Advanced Excel skills for quantitative analysis and experience with Stata.
- Ability to synthesize large amounts of information into succinct written summaries.
- Willingness to work on multiple tasks under set deadlines and to actively participate in and work with teams.
Orientation for details and ability to work as part of a team with staff at all levels.
Language:
- Fluency in written and spoken English.
Criteria for Selection of the Best Offer:
Individual consultants will be evaluated based on UNDP's cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual Consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria.
- The criteria which shall serve as basis for evaluating offers will be a combined scoring method as follows:
- Technical (based on CV/ desk review ) (70%)
- Financial (fee) proposal (30%)
- Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation would be considered for the Financial Evaluation. For those offers considered in the financial evaluation, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula: (PI / Pn)* 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received.
