Overview

Conduct research and develop environmental communication strategies for Guatemala.

You have:

  • University degree (Bachelor’s) in Communication, Administration, International Relations, Public Policy, Law, Biology, Earth Science, or related to Environment and Sustainable Development studies is required.
  • At least two (2) years of professional experience in research of environmental topics or environmental communication is required.
  • Fluency in Spanish is required.
  • Confident level of English or any other UN Language will be an advantage.
  • Experience working with the public sector or the UN System will be an advantage.

Result of Service 2. Objective.

The objective of the consultancy is to conduct research to develop analysis regarding environmental issues such as air quality, climate change, pollution and marine litter, biodiversity conservation, green economy, sustainable transport and other key environmental topics for Guatemala, providing relevant information for a communication strategy; also, in case it will be required, support coordination on webinars, workshop, and seminaries on relevant those topics. In addition, manage and feed the social networks.

Responsibilities Responsibilities and activities to be performed by the consultant will include, but are not limited to: o Conduct research of data and information of programmes and projects related air quality, climate change, pollution, marine and plastic pollution, biodiversity conservation, green economy, sustainable transport and other key environmental topics in Guatemala at national and subnational level. o Mapping of entities and relevant contacts of the projects and programmes analysed and generate a data base o Collect and systematize information of stakeholders, such as Public Sector in the three levels of governments (Federal, State and Municipal governments), NGOs, Private Sector, Academia, Foundations relevant to the environmental agenda in Guatemala. o Coordinate the dissemination of UNEP´s global campaigns such as Breathelife, Cleans Seas, the new Plastic Economy, WildLife among others. o Research, compile and summarize information relevant to plastic pollution, climate change, air quality and other environmental issues. o Generate inputs and develop communication materials for the environmental communication strategies for Guatemala and UNEP’s Programme of Work in the country. o Participate in meetings and activities related to joint communication initiatives generated by the UN Cooperation Framework 2020–2025 (UNSDCF) in Guatemala, specifically by the Environment´s Results Group of this UN Cooperation Framework. o Coordinate with UNEP’s Regional Communication team and UNEP Mexico’s team the communication strategy to feed social media pages. o Collaborate with UNEP´s projects leaders in disseminating partial of final results as well as activities related to the projects which UNEP implements in Guatemala. o Participate and support, when it is required, in workshops, meetings, seminars and other activities related to UNEP´s projects in Guatemala as well as the UN Cooperation Framework 2020–2025 (UNSDCF) in Guatemala. o Participate in the Interagency Communication and Information Group (ICGII). o Participate and support, when it is required, in workshops, meetings, seminars and other activities led by the UN Resident Coordination Office. o Contribute by providing content for UNEP Guatemala’s social media accounts. o Draft meeting notes, briefings, and internal minutes as required. o Execute other tasks, as requested by UNEP’s Representative Officer in Mexico o Delivery of a Workplan at the start of the consultancy to support the monitoring of the work.

Duties and Responsibilities 1. Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP Latin America and the Caribbean Office (LAC Office), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

Since 2020, the Representative Office of UNEP in Mexico acts as Focal Point to support UNEP´s Programme of Work in Guatemala. Although UNEP is not a resident agency in Guatemala, it collaborates with the Guatemalan government and other stakeholders in areas ranging from low carbon and resilient growth, resources efficiency, environmental assessments, to projects on ecosystems and climate change, and supports the country in its transition to a low carbon and green economy.

UNEP formalized a Cooperation Agreement with the Government of Guatemala through the Ministry of Environment and Natural Resources on 24 March 2021, which considers cooperation in the following environmental themes: climate change, environmental governance, sustainable management of chemicals and waste, resource efficiency, biodiversity conservation among other topics of mutual interest. Likewise, this instrument will contribute to the generation of a greater number of programs, projects and initiatives through which UNEP will be able to support the Government of Guatemala not only in the achievement of its commitments before the Multilateral Environmental Agreements, but also in the achievement of the Sustainable Development Goals (SDG) and the 2030 Agenda.

UNEP´s projects in Guatemala are related to i) The implementation of its climate goals and the strengthening of the Nationally Determined Contributions (NDCs); ii) Electric Mobility; iii) Ecosystem-based adaptation to increase climate resilience in the Central American Dry Corridor; iv) Alliance for Action towards a Green Economy (PAGE) to identify Sustainable Public Procurement; v) Strengthening and continuity of biosafety capacities for the implementation of the Cartagena Protocol on Biosafety; vi) Support to emergency response and preparedness capacity; vii) National Action Plan on Marine Litter and Plastic Pollution; vii) Water security in the Trifinio region; among other initiatives.

Moreover, in January 2020 the Government of Guatemala signed the UN Cooperation Framework 2020–2025 (UNSDCF) which includes five strategic areas: 1) economic development; 2) social development; 3) strong institutions; 4) peace, security, and justice, and 5) environment. UNEP actively participates in joint projects and initiatives of the environmental area, and it is part of the Environment´s Results Group of this UN Cooperation Framework.

Finally, UNEP will continue to play an active role in implementing the 2030 Agenda and organizing workshops, capacity building, and awareness-raising through global communication campaigns and its social media strategy. UN Environment campaigns are fundamental to communicate the importance of environmental sustainability, such as #WildforLife, #CleanSeas, #BreatheLife, the New Plastic Economy and the Global Commitment need to be mainstreamed among different sectors of Guatemala.

In this extent, UNEP will need the support of a consultant to assist and implement an environment communication strategy in Guatemala and conduct research and analysis of environmental issues; as well as to formulate and disseminate relevant environmental information and communication products to promote UNEP’s work at national level.

The Consultant will be supervised by UNEP Mexico Representative Officer in Mexico and will work under a full-time schedule, 40 hours per week, home based, in coordination with the Associate Development Coordinator from the Communications unit of the UN Resident Coordinator's office in Guatemala.

Qualifications/special skills ACADEMIC: University degree (Bachelor’s) in Communication, Administration, International Relations, Public Policy, Law, Biology, Earth Science, or any related to Environment and Sustainable Development studies is required.

PROFESSIONAL: At least two (2) year of professional experience in research of environmental topics or environmental communication in any of the following topics: plastic pollution, climate change, sustainable education, agenda 2030 or biodiversity is required. Experience working with the public sector, or the UN System will be an advantage.

Languages LANGUAGE: Fluency in Spanish is required. Confident level of English or any other UN Language will be an advantage.
