Result of Service

The individual contractor should provide the required research support in a timely manner. The individual contractor should also help in finalizing all comments provided and should provide all statistical-software codes and data sets and programs related to the projects by the end of the contract in an organized manner.

Duties and Responsibilities

Background: Oman has advanced in executing its development strategy, Oman Vision 2040; however, the country encounters obstacles in extending the benefits of this progress to all regions, fostering decentralization in governmental operations, and empowering governorates to leverage their unique strengths. In line with this strategic direction and as part of Oman's initiatives to enhance decentralization, the Ministry of Economy is launching the "Governorate Competitiveness Index." Developing such an index is essential for fostering local collaborations to drive progress and prosperity. The project aims to establish a framework for evaluating competitiveness in Oman’s governorates involving economic, social, governance, and environmental aspects in alignment with the implementation of Oman Vision 2040. Through the development of a comprehensive assessment tool, the index will allow the Sultanate to effectively measure progress and development in its governorates, ensuring efficient resource allocation and improved governance. It will also contribute to the promotion of advanced sectors and the advancement of other sectors, as well as allow transparent access to information to increase levels of trust at the local level. The index is therefore expected to stimulate shifts in local governance strategies, fostering more efficient, fair, and sustainable development methodologies throughout Oman's governorates. Duties and responsibilities: Reporting to the Leader of Governance and conflict prevention cluster, the individual contractor will work closely with the Omani Governorate Index team assisting in the following areas: 1. Indicators Assessment: - Set and evaluate the set of indicators associated with the index. 2. Research and Data Compilation: - Undertake comprehensive research to gather relevant data and insights on indicators within the index. 3. Stakeholder Coordination: - Coordinate the assessment with the Project Coordinator and Team in Beirut. - Collaborate closely with different stakeholders to obtain the assessment results for each identified area. 4. Report Drafting: - Support in drafting the final report, highlighting gaps, areas of success, and providing policy recommendations for the achievement of better outcomes.

Qualifications/special skills

A Bachelor's degree in economic, statistics, business, sustainability or related area is required. An advanced University degree in the above fields is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 3 years of experience in the fields of economics, statistics, business, or related field is required.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.

Recruitment for this position is on a local basis. The incumbent is required to have the legal right to live and work in the specified working location.
