  • Minimum 5 years of relevant professional experience, including writing articles, reports and-or academic texts is required
  • Fluency in spoken and written English and French is required
  • Experience in writing analytical texts relating to housing rights, urban governance, migration governance, or migration issues is desirable
  • Knowledge of additional languages is desirable

Duties and Responsibilities Background and Justification

UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate housing for all. It works with organisations at every level, including all spheres of government, civil society and the private sector, to help build, manage, plan and finance sustainable urban development.

UN-Habitat supports New Urban Agenda partners and governments at all levels in formulating and implementing progressive housing sector reforms, policies, programmes and legislation which contribute to the creation of inclusive and sustainable cities, and comply with international law relating to the right to adequate housing. UN-Habitat assists governments to formulate and implement policies and strategies designed to maximise the impact of housing in national socio-economic development and employment generation, as well as in urban development. It helps with in-depth local diagnosis of the state of the housing sector and provides technical support to the formulation of national housing policies and subsequent implementation strategies. UN-Habitat also provides tailor-made capacity development for all housing sector stakeholders.

In line with the Leave no-one behind principle, UN-Habitat works to promote and protect the right to adequate housing for all, with a specific focus on marginalised groups, to promote socio-economic inclusion and equality in cities. It focuses on fill data, knowledge and funding gaps in this area by strengthening evidence base, highlight good practice and advocate for social and spatial targeting of interventions to reach equal access to housing for all.

Under the supervision of the Lead Housing Specialist and the Land, Housing and Shelter team, the consultant will provide direct expertise to knowledge development, advocacy and outreach activities related to housing rights, inclusion of marginalised groups and homelessness.

Responsibilities

The consultant is expected to conduct the following tasks:

- Contribute to the implementation of UN-Habitat roadmap to end homelessness through the gathering, production and systematisation of knowledge, advocacy and capacity building materials on access to housing and homelessness within marginalised communities including migrants and refugees, youth, indigenous peoples; - Develop the outline, methodology and terms of reference for the preparation of the Secretary General progress report on inclusive policy to end homelessness; - Conduct research to identify policy initiatives, advocacy partners and targets on access to housing and ending homelessness; - Develop key messages, knowledge products and advocacy materials for various stakeholders and audiences (including news stories, case studies, Op-Eds, policy briefs, social media content, talking points, reports and fact sheets); - Organize the International Conference on housing rights, specifically focusing on access to housing for marginalised groups; - Create knowledge networks and Communities of Practice.

All activities are to be conducted in both French and English
