You have:

  • University degree (bachelor's) in Medicine, Obstetrics and Gynecology or Pediatrics; Public Health or another related field from an accredited/recognized institute
  • At least two years of progressively professional experience in the implementation, organization, and management of Public Health programmes in areas of sexual and reproductive health, maternal, newborn, child and adolescent health and nutrition, and aging and patient safety
  • Expert knowledge of Portuguese
  • Intermediate knowledge of English
  • Intermediate knowledge of French
  • Training in Emergency obstetric and newborn care, Adolescent Health, Integrated management of Childhood illnesses, Infant and Young Child Nutrition
  • Experience in policy development and strategic planning, implementation, monitoring and evaluation and supervision at national and district levels in RMNCAH & Nutrition
  • Relevant work experience with WHO and/or UN agencies, health cluster partners; relevant non governmental or humanitarian organizations and academia

OBJECTIVES OF THE PROGRAMME

Contribute to the reduction of preventable mortality and morbidity of women, newborns, children, and adolescents, while promoting their well-being and development through equitable access to quality,integrated, and rights-based sexual, reproductive, maternal, newborn, child,and adolescent health services, by strengthening the national capacity in planning, implementation, monitoring and evaluation of interventions to improve the health and nutritional status, building effective partnerships with health development partners for an integrated approach to Primary Health Care.

DESCRIPTION OF DUTIES

Serveas WHO technical officer for the Sexual, Reproductive, Maternal, Newborn,Child, and Adolescent Health and nutrition activities in the country toliaise with and provide support to the Ministry of Health and other relevantgovernment department and institutions and local partners.Support the development, contextualadaptation, and implementation of national SRMNCAH, aging and nutritionpolicies, strategies, and plans aligned with WHO standards and globalevidence. Ensure the integration of gender, equity, and rights-basedapproaches to reduce risk, morbidity, and mortality, while promotinghealth, well-being, and development across the life course.Support the development and adaptation of nationalguidelines, tools, and training materials for SRMNCAH - N service delivery,in alignment with WHO standards and country-specific needs. Provide technical support to strengthen capacity fordelivering high-impact maternal, newborn and child survival interventionsat community level, PHC facilities, and referral hospitals. Serve as a WHOresource person in training and supervision activities.Support the planning, implementation, and monitoring ofRMNCAH - N services (e.g. family planning, emergency obstetric and newborncare (EmONC), Integrated Management of Childhood Illness(IMCI), Access toAdolescent-Friendly Health Services, Comprehensive Sexuality Education (CSE)and other initiatives that promote child and adolescent development andwell-being—while contributing to program design and quality improvement,including integration into pre-service and in-service training.Coordinate SRMNCAH - N care activities and participatein technical working groups and intersectoral platforms to advanceintegrated approaches, including aging and patient safety programs.Facilitate multisectoral collaboration—including with education,WASH, and social protection sectors—and engage with government counterparts,UN agencies, civil society, and donors to address social determinants ofhealth, reduce disparities, and ensure harmonized and effective implementationof SRMNCAH and nutrition programs.Promote and assist national counterparts in implementingoperational research related to SRMNCAH and nutrition.Contribute to health emergency preparedness and response byintegrating RMNCAH - N into contingency and outbreak response plans, ensuringcontinuity of essential services during emergencies.Facilitate the use of the SRMNCAH-N programmatic area as anentry point for technical collaboration with different levels ofhospitals regarding quality of care and complementarity between hospitals andprimary health care units.Document and disseminate lessons learned, best practices,and innovations through case studies, policy and technical briefs, andreports.Conduct program reviews and bottleneck analyses to identify gaps, informstrategic planning, and guide resource allocation.Promote the use of dis-aggregated data (e.g., by age, sex,geography) to address inequities and improve targeting of interventions.14. Compile periodical reports and provide relevantprogrammatic information for internal and external reporting purposes.Contribute to theresource mobilization efforts,specifically in the development of funding proposals and support donorcoordination efforts to mobilize and align resources with nationalpriorities.Work with other clusters of the 3 levels of WHO including theCountry Office, AFRO and HQ, in addition to other relevant international,regional and national counterparts to promote WHO's work on SRMNCAH andnutrition. Perform other duties, asmay be requested by the WR or the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (bachelor's) in Medicine, obstetrics and Gynecology or Pediatrics; Public Health or another related field from an accredited/recognized institute Desirable: Training in Emergency obstetric and newborn care, Adolescent Health, Integrated management of Childhood illnesses, Infant and Young Child Nutrition;

Experience

Experience in Health Programme Management will be an added advantage. Experience working in collaboration with sectors other than health will be an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 87,156 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
