How can you make a difference?

Under the guidance and general supervision of the Partnerships Manager (Level 4), within the Partnerships Section, the Specialist supports several aspects of contribution management and reporting, based on information gathered from programme sections in the Country Office. The post also ensures the timely preparation and dissemination of other CO reports, presentations by the CO Representative and Dep Rep, and briefing documents for the CO and Representative as required. The incumbent also assists the CO of in the reporting function in the Country Office.

The Specialist contributes to achievement of results according to plans, allocation, results-based management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

Key functions, accountabilities and related duties/tasks:

1. Lead the overall reporting function in the office, writing, editing and drafting reports of various programmatic areas

2. Strengthen quality reporting for resource mobilization and donor accountability

3. Support to programme and partnership development and planning as appropriate

4. Innovation, knowledge management and capacity building and production of documents reflecting same

Tasks/Duties

1. Coordinate with CO programme colleagues to ensure good quality and timely strategic reporting by assisting in the drafting of reports and / or proposals as well providing guidance and quality control on donor reporting and requirements, in addition to Reporting requirements in

emergencies. Proposes and / or undertakes action on operational procedures to ensure there are effective work processes that ensure compliance with requirements and conditions of donors and of UNICEF on donor report submissions in the CO; supervises Partnerships staff that maintains a useful and efficient system of contribution management and quality assurance over contributions and reporting in the CO.

2. In collaboration with PFP and PPD, provides oversight, technical support and guidance to the country office regarding contribution management and reporting issues. Improves systems and processes to monitor grants and performance against key indicators related to contribution management and donor reporting. Ensures compliance with UNICEF standards and guidelines on oversight of CO’s donor reports, including managing a quality assurance system of annual sampling and feedback.

3. Proposes and /or undertakes action on operational procedures to ensure there are effective work processes on contribution management and donor report submission in the CO as well as proper and efficient system of managing the records of CO donor reports / proposals.

4. Identifies capacity strengthening needs in the CO for capacity building on resource mobilization and contribution management; accordingly, designs, prepares and implements various trainings or on-site support to CO as deemed appropriate to ensure that the relevant staff have the most up-to-date information on reporting guidelines and requirements

5. Contributes to the preparation and / or review of relevant reports for the Communications, Advocacy and Partnerships section as well as prepares key briefing materials for the Representative.

6. Prepares status reports required for management, donors, budget review, programme analysis, annual reports, etc.

8. Supports the Partnerships Manager with the development of the Country Office’s Partnerships Plan.

To qualify as an advocate for every child you will have…

  • Education: An advanced university degree in one of the following fields is required: communications, reporting or resource mobilization and reporting on results and/or any other relevant discipline is required. A bachelors degree with at least 7 years of professional experience can also be considered in lieu of an advanced university degree.

  • Experience: A minimum of five years of professional experience in communication, programme planning, management, reporting and/or monitoring and evaluation is required. Experience working in a developing country is considered as an asset. Relevant experience in a UN system agency or organization is considered as an asset.

  • Language Requirements: Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset
