The Syria crisis is now entering its ninth year and has had a disastrous impact on the lives of children, youth and their families. Since 2011, the crisis has affected over 11.8 million Syrians. Currently, 6.1 million school-age children and youth in and out of school are in need of education assistance. Close to two million school-age children (5-17 years old) have been displaced as a result of the conflict.

The conflict has significantly increased the proportion of Syrian children and youth out of school from 0.9 million (14 percent) in the 2011/12 school year to 2.1 million (36 percent) in the 2017/18 school year. Every year since 2013, around one-third of the school-age children and youth have been out of school and a whole generation of children and youth has received inadequate education. This, coupled with a significant brain-drain, has caused a dramatic decline in Syria’s human capital . In many cases, attending education is not possible. Hostilities have resulted in over one in three schools damaged, destroyed, no longer accessible or occupied for shelter and other purposes . Furthermore, as new emergencies continue to evolve such as COVID-19, needs to continually are evolving requiring investments in school WASH activities and distance learning.

How can you make a difference?

Under the guidance and general supervision of the Chief of Education, the role of the Reports Specialist (Business Processes) is to maintain the general operations and funding of the Education team, including administration, fundraising, general oversight of fund utilization, and reporting. This includes writing donor proposals for a wide variety of private and public sector donors. It also includes supporting the office in regular management tasks, such as annual planning support, HACT support, financial oversight and NGO partnership management. Additionally, the role entails assisting with regular monthly and annual programmatic reporting. This includes ensuring that the reporting of the Education team is completed to a high standard, and liaising with colleagues in PME (Programme, Monitoring & Evaluation unit). For core annual documents, such as the Annual Workplan, this includes working with technical team colleagues to ensure proper costing, availability of funds and general alignment with donor conditionality. It also includes working actively with Communications colleagues to complete necessary visualization stories and boost visibility for Education activities in Syria. Lastly, the role will look to oversee the general trends of funding in the education team. This includes working with programme staff to monitor overall/high-level usage of grants, including helping strategically allocate grants when they are received.

MAIN DUTIES/RESPONSIBILITIES:

Reports Specialist (Business Processes) will be specifically accountable to:

Operational support (30%):

  1. Monitoring roughly 20 M in funding within the Education team budget, including matching funds to activities to optimize usage and reduce violations on grant conditionality, thus helping reduce the amount of reversals needed by the Education section
  2. Support the coordination of the EU Joint Project (USD 1 M), including between UNICEF sections, senior management, and the Resident Coordinators office
  3. Monitoring monthly grants management follow-up with Programme Associates to monitor the general spending of grants, and flag any major delays in utilization to the Chief of Education
  4. Carry out field visits to ensure proper utilization of donor funding, and to generally support field offices in improving grant management knowledge and skills
  5. Serve as the Coordinator for the Japan project ensuring financial expenditure is in line with the grant, and conduct oversight and monitoring field visits to operational site
  6. Assist Field Officers to resolve/troubleshoot issues related to grant utilization, including ensuring no violations of grant management and carrying out optimal reversals

Fundraising and donor relations (25%):

  1. Draft and donor proposals for the Education team, in partnership with the Donor Relations unit and the Chief of Education
  2. Draft reports for donors, including coordinating inputs from technical staff in the education section, as well as Education Officers in the six field offices
  3. Assist with the logistics and preparations of high-level field visits from donors, including supporting the attendance of senior management as needed
  4. Trouble-shoot any funding issues with Resource Mobilization colleagues (ex. Need to absorb excess funds from another section, violation of grant agreement, and delays in delivery).

Reporting (M&E – 20%):

  1. Draft regular reports, including Situational Reports and Situational Analysis
  2. Assist in the preparation of key annual planning documents, such as the Annual Work Plan, including assisting with identifying funding gaps, helping carry out a full costing exercise, and working with PME colleagues to adjust figures
  3. Support in the development and finalization of the Humanitarian Response Plan (HRP)
  4. Assist with the completion of annual reporting documents, including the Country Office Annual Report (COAR) and Strategic Management Questions (SMQs)

Partnership management & HACT support (15%):

  1. Provide support to field offices on managing the link between funding and NGO donors – including helping empower field offices to complete their own grant tracking and develop relevant tools to do so
  2. Assisting Education Officers in trouble-shooting NGO issues with funding, including grant re-assignment, re-programming of funds, and HACT compliance

Communications/Coordination (10%):

  1. Work with colleagues in Communications to ensure that regular stories for donor relations are completed, and that any additional information necessary is coordinated with technical staff
  2. Create presentations and visuals for the Education team as needed (donor meetings, government meetings, and other high-level events)

  3. Support information sharing with field officers through various section meetings, fail fairs, and brainstorming sessions

  4. Help develop information sessions with other sections to help ensure education staff are aware of the latest activities and thinking

To qualify as an advocate for every child you will have…

  • Advanced University degree in Social Sciences, Political sciences, Education, Statistical Analysis, Communications, or related fields.
  • Additional education experience in Geographic Sciences, Information Technology, Information Systems, budget management are a considerable asset.
  • Not less than five years of proven experience working with donor relations, reporting, programme management and/or grant management.
  • Previous experience managing grants and/or budgets is necessary.
  • Previous experience working with a UN Agency is considered as an asset.
  • Strong knowledge of Microsoft Word, Excel and Microsoft Office 365
  • Experience writing donor proposals, donor reports, briefing notes and high-level presentations
  • Ability to present information in understandable documents, tables, charts and hand-outs
  • Experience working with senior management and external actors, such as donors, preferred
  • Ability to organize and manage large amounts of information in structured and simplified approaches
  • Communications and technical writing using both graphic and narrative presentations
  • Excellent communication and interpersonal skills
  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
