II. Organizational Context and Purpose for the job

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The past two decades have seen important progress on child rights, yet while much has been achieved, sharp disparities remain. In most countries, inequality is higher today than a generation ago, including in middle income countries where a majority of the world’s poor children now live. The rapid pace of urbanization and the growing youth bulge in Africa and parts of Asia will require significant expansion of the provision of essential services for children. These challenges are compounded by the scale and complexity of crises triggered by conflict, natural disasters or epidemics. The global community faces these challenges when the political and economic environments pose challenges of their own, testing the world’s commitment to protecting the most vulnerable. In this environment, strong and consistent leadership of UNICEF is critical to enable the achievement of results for children.

Job organizational context

The situation in Afghanistan remains exceptionally complex, with a protracted emergency situation, characterized by recurrent natural disasters, an increased number of people living in poverty, continued internal displacement, unprecedented levels of food insecurity, further compounded by the COVID-19 pandemic. This complexity has greatly impacted the situation of children and women in the country. The withdrawal of United States military forces from Afghanistan in August 2021 and the establishment of a de-facto government by the Taliban has exacerbated the complexity and uncertainty of the situation. UNICEF is required to rapidly adapt our ways of working to address the multiple operational constraints present in the highly volatile and unpredictable context.

Purpose for the job

With agreements in place with the World Bank, the Asian Development Bank and other major donors and with over 30 grants to implement programme interventions in the context of Afghanistan, the Afghanistan Country Office (ACO) is looking for a Reports Specialist(Grants) to lead in all aspects of the Health Programmes donor reporting including planning, narrative reporting, financial reporting , visibility / communication related reporting, donor recognition and knowledge management.

Under the supervision of the Principal Advisor/ Chief of Health and working closely with all units in Health and section working closely on some grants/ donors, notably Nutrition, Polio, WASH, SBC and PMU, the incumbent will be accountable for supporting various aspects of Health reporting including drafting, consolidating and editing inputs into donor reports, workplans, briefing notes and other key documents. Support the production of a range of internal and external planning, reporting, communication and advocacy tools and materials, including for fundraising, proposal development and to support external communications.

III. Key functions, accountabilities and related duties/tasks

Summary of key functions/accountabilities:

Under the direct supervision of the Principal Advisor/ Chief of Health, the Reports Specialist(Grants), P3:

  1. Prepare inputs into donor reports, briefing notes, strategy documents and other key materials. This includes compilation of information, editing and layout when necessary as well as ensuring consistency with donor reporting and planning requirements, previous reports and proposals;
  2. Helps monitor and contribute to the updating and maintenance of information on all project requirements. Ensure Team Leader, and relevant colleagues are updated on these requirements and follow up as required.
  3. Help ensure that results-based information from Operations Center and other monitoring systems is reflected and used for communication and reporting
  4. Timely and accurate reporting and monitoring of donor interests and information needs as it related to Health Programmes. This includes gathering of information, consolidation, editing and production of inputs into interim and final reports as well as annual country office reports.
  5. Prepare reports and other newsletters and materials needed to communicate the work of the health programmes
  6. Ensure human interest stories are developed and prepared for various purposes including donor reports.
  7. Undertake research and prepare background materials for use in meetings, discussions and briefing sessions as and when required.
  8. Support the documentation of the work of the team across all Health Programme projects, help with online platform population with information such as updating the risk register and other tools of the Health Programmes.
  9. Establish and maintain knowledge management platforms and processes to capture and share Health programme knowledge and lessons.
  10. Review, analyze and prepare budget plans and its revisions, cost estimates, budget proposals. Monitor expenditures and compare with approved budget and donor conditions, preparing adjustments as necessary. Maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports. Close year-end account and assist in the preparation of year-end reports
  11. Any other related tasks reasonably assigned.

The Reports Specialist(Grants) supports the Health Programme’s core technical functions, enabling UNICEF colleagues to cultivate positive relations, including with donors, report on the work of the Health Programme, and efficiently and effectively share knowledge and information.

    VI. Recruitment Qualifications

Education:

University degree in Social Sciences, International Relations, Public Administration, Social Development, Development Planning, Communication, or other relevant disciplines.

Experience:

5 years of professional work experience in at national and international levels.

Knowledge and skills

  • Strong written communication skills
  • Experience working in humanitarian settings an asset.
  • Experience working with UN Agencies, INGO an asset
  • Experience writing various reports and documents.
  • Previous experience in cash and voucher initiatives is an asset
  • Knowledge of UNICEF emergency programme policies, goals, strategies and approaches.

Language Requirements:

Fluency in English as a working language. Knowledge of another UN language an asset
