We are mandated by the UN General Assembly to advocate for the promotion and protection of children’s rights, to help meet the basic needs of children and to expand opportunities for children to reach their full potential. UNICEF in Mali works both upstream, providing policy support and technical assistance to the Government of Mali in its efforts to create an enabling environment for child rights; and downstream to support programmes and interventions to strengthen social services for the most vulnerable children. The UNV will be working within UNICEF Mali Planning, Monitoring and Evaluation (PME) unit which provides operational planning, oversight, strategic monitoring, of the implementation of the current country programme document 2020-2024. The PME unit also works in collaboration with partners and other units to strengthen field monitoring, quality assurance of activities, and accountability to partners, children, youth and their communities as well as results reporting. The PME unit works in close collaboration with all programme sections, under the leadership of the Deputy Representative.

Under the supervision of UNICEF Reports Specialist (P3) and overall leadership of the Chief PME, the incumbent will be responsible for supporting on timely submission of quality reports for UNICEF Mali. Summary of key functions/ accountabilities 1. In collaboration with program units, support the redaction of donor results based reports  Update and maintain information on all the donor and programme reporting requirements. Ensure program heads are updated on these requirements and follow up as required.  Develop practical ways to assist Programme Officers with a clear, high quality standard for writing English-language donor reports.  Monitor and track reports due to donors and inform relevant programs on a timely manner  In close collaboration with the Communication unit, ensure the necessary visibility requirements are communicated to the sections and collected in a timely manner for reporting.  In collaboration with the Partnership unit, monitor donor conditions and communicate them to relevant programme sections.  Edit, and in some cases rewrite, drafts of English-language donor reports.  Ensure reported data is accurate and consistent with other program documents.  Prepare a process to track the completion and transmission of donor reports. 2. Provide support to the development of annual reports: Country Annual Report, annual thematic report, and annual Consolidated Emergency Report. 3. In collaboration with the Budget section, follow up on efficient and effective utilisation of donor’s budgets.

Mali in general and Bamako in particular, are exciting places to live and to work. Population is generally welcoming to foreigners. Cost of living is relatively low even if imported goods can be expensive. Supermarkets are accessible and generally well supplied. Health structures are average and only the UN Clinic and a few private health facilities offer acceptable services, not necessarily covering all specialties. Accommodation can easily be found at acceptable prices. Security in Bamako should be given due attention, it is important to follow UNDSS and the internal Security Adviser recommendations when in Bamako or on missions to the field offices. Availability of water and electricity must be considered when looking for an accommodation as shortages happen more and more frequently in some areas. The telecom infrastructure and internet access are good in town at acceptable prices. Mali is an exciting country. It provides opportunity for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than many places to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in sometimes difficult and potentially hazardous conditions, involving physical hardship and little comfort, are essential. The Rest and Recuperation (R&R) cycle for Bamako is 8 weeks; and UNICEF pays the UN lump sum for the R&R travel.
