BACKGROUND:

Since August 2017, Bangladesh has been responding to a new influx of Rohingya refugees into Bangladesh following. There are now 860,000 Rohingya refugees living in camps in Cox’s Bazar District, 52 per cent whom are children. The congested environment, shared infrastructure and inadequate health system in the camps puts the Rohingya refugee population at high risk of COVID-19, further complicating the humanitarian emergency. Cox’s Bazar, meanwhile, had among the worst socioeconomic indicators in Bangladesh before the Rohingya influx. The influx and COVID-19-related lockdowns have depressed wages and increased prices, having a significant impact on host community children and their families.

The UNICEF Bangladesh Country Programme has a budget of over US$ 250 million for the period 2017-2020. In addition, the 2020 Humanitarian Action for Children (HAC) is appealing for US$ 135 million, to respond to the needs of the Rohingya refugee population, as well as affected host community populations through a district-wide approach. A further $37 million has been included in the global COVID-19 HAC to help prevent and respond to the pandemic and its socioeconomic impacts.

Continued resource mobilization and timely donor support is critical to enable UNICEF to deliver at scale. For this reason, donor proposals, reports and other programmatic documents must be delivered at a high standard, in line with organizational standards and benchmarks, and aligned with donor expectations.

The Reports Specialist will work closely with all programme sections responding to the Rohingya crisis. In collaboration with the Dhaka- based Donor Relations Specialist and the Resource Mobilization Specialist, this role will ensure effective resource mobilization and reporting for the response in Cox’s Bazar. S/he will lead in coordinating and ensuring quality of donor submissions for the ongoing response, and provide support in reviewing and editing donor proposals, reports, and other key programmatic documents.

How can you make a difference?

PURPOSE:

Under guidance of the PMR Specialist, Cox’s Bazar, the incumbent will be responsible for supporting the development and quality assurance of donor submissions (including concept notes, proposals, updates and reports).

MAIN RESPONSIBILITIES AND TASKS:

  1. Donor engagement and relationship management

Participate in Country Office networking efforts in maintaining, developing effective working relationships with representatives from donors, fund managers UN agencies, NGOs and Government at Cox’s Bazar level. Collaborate with Cox’s Bazar programme teams to ensure coherent relations with donors, and to support overall management of donor relationships together with the Donor Relations Specialist and the Resource Mobilization Specialist.

  1. Donor submissions and effective contract management

In collaboration with programme teams, coordinate and support the timely delivery and review of donor proposals, reports, extensions and related submissions for the response in Cox’s Bazar, in line with overall agreed quality standards and relevant external donor requirements.

  1. Communications

In collaboration with programme and communication teams, develop and regularly update materials (e.g. monthly updates, briefs, statistics, and multi-purpose products) in support of resource mobilization activities and relationship management efforts. Ensure timely and regular dissemination.

  1. Fundraising information and knowledge management systems

Contribute to the development, maintenance and update of knowledge management systems to support effective fundraising, relationship management information, pipeline information and trends, donor report tracking and monitoring, and donor contract management requirements.

  1. Capacity building

Build the capacity of programme and operations staff in Cox’s Bazar to understand donor requirements, and deliver effective, results-based donor proposals, reports and submissions.

To qualify as an advocate for every child you will have…

  • A University Degree in Social Science, Public Relations, International Affairs or any other related field
  • A minimum of 2 years of relevant professional experience in related field
  • Work experience in reporting and/or writing/editing, preferably related to resource mobilization.
  • Demonstrated experience in coordination and strong writing skills.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
