You have:

  • A Bachelor's degree in Social Sciences, Public Administration, Communication or a related field.
  • A minimum of two years of progressively responsible relevant work experience with the UN, International Organizations, INGOs/NGOs in the area of communication and report writing.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Arabic are required.

Since 2011, UNICEF Libya Country Office has been working closely with donors, partners, and the government to support basic service provision, to build a protective environment for children, and to contribute to evidence generation and evidence-based policy dialogue. Gender, youth, and children on the move are critical cross-cutting priorities. UNICEF has Annual Work Plans signed with relevant line ministries to ensure collaboration with government counterparts. UNICEF has also provided humanitarian assistance to the most vulnerable people in Libya, in line with the Humanitarian Response Plan and the Humanitarian Action for Children.

UNICEF programmes are generously funded by multiple donors. In order to ensure timely and quality reporting to the donors and other stakeholders, UNICEF will strengthen its internal capacity for reporting by hiring a national reports officer at NOB level

How can you make a difference?

Under the strategic guidance of the UNICEF Representative, in close collaboration with the Deputy Representative, and the direct supervision of the Donor Relations Specialist, the Reports Officer will coordinate the preparation of donor updates and donor reports, ensuring the Country Office’s reporting obligations are met, and that the quality of reports is improved. The Reports Officer will also support the broader donor relations and partnerships function. Main responsibilities will include:

  1. Ensure timely submission of high-quality donor reports and updates including:
    1. Update, maintain, and disseminate all information on donor and programme reporting requirements through a system for tracking reports. Ensure that programme sections are informed of these requirements and follow up as required. Maintain essential contacts with programme sections at UNICEF country office to facilitate timely and accurate information flow.
    2. Work with programme and other staff to ensure the quality of donor reports including background situation, overall UNICEF experience in relevant sector, objectives of specific donor contribution, target groups, results, constraints, appropriate financial statements, including relevant human interest stories, and photography to illustrate UNICEF supported activities supported by the specific donor. Work with programme staff to address any donor feedback on the reports.
    3. Work with the Donor Relations Specialist and the programme staff to respond to ad hoc requests for information from donors.
  2. Support the Representative and Donor Relations Specialist in the dissemination of UNICEF reports, including the annual humanitarian report, situation reports, and others.
  3. Manage office information and institutional memory vis-a -vis donor reports through maintaining a coherent and central system for filing reports and proposal submissions.
  4. Update and maintain guidance and Standard Operating Procedures (SOPs) of donor reporting, based on global guidance and country needs. Contributes to the quality of different management documents.
  5. Organize trainings to improve staff capacity on donor reporting and knowledge management.
  6. Broadly support donor relations through contributing to project proposals, donor briefing notes and information sheets, background information materials for visits of donors, and donor amendment work processes.
  7. Any other tasks requested by the Donor Relations Specialist and/or the Representative’s office to support reporting and donor relations.
