OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

1. Operational reporting of WHO Turkey's cross border operations implemented by Gaziantep field presence:-Collect, monitor, analyse and report WHO indicators and deliverables on a monthly, quarterly and annual basis;- Prepare regular internal progress reports about WHO Gaziantep Office cross-border operations through bi-weekly situation reports, monthly overall technical reports and contributing to WHO Whole of Syria annual report;

2. Support resource mobilization efforts in close collaboration with WHE Lead:- Drafts proposals for fundraising, including grant budgets, logical frameworks and procurement plans, by coordinating and revising inputs from technical units and based on the priority actions as agreed with WHE Lead;- In collaboration with the Operations officer monitor status of available funding, identify funding gaps and actively engage into the funding opportunities and follow-up on the donor feedback.

3. Grant management, monitoring and evaluation and donor reporting for Gaziantep Office projects:- Provide input and drafts the joint Whole of Syria donor report/update on a quarterly and annual basis;- Prepares the project overall technical reports as requested by donor agreement, in liaison with the respective technical units;- Monitor implementation rates and ensures compliance with reporting deadlines, track progress against targets, and ensures that all activities and expenditures are in line with the budget and donor regulations;- Maintains risk management matrices and resource schedules and flags possible risks and challenges allowing for the timely execution of project activities;- Assists public health staff with the recalibration of inputs, outputs as well as the follow up of the status of project implementation; ensures that timely donor approval is obtained for project amendments;- Identify risks and challenges in project implementation, detect bottlenecks, and propose mitigation measures;- Support monitoring &evaluation measures of the different projects of projects- Liaise with grants management staff in Regional Office and other WHO Hubs under Whole of Syria, as needed;- Maintain regular communication with donor field focal points on project implementation and actions any project modifications, as needed; - Prepare feedback to donor requests, follow up donor third-party monitoring visits and review TPM reports.

4. To support advocacy by attaining the following tasks - Input to the monthly report of Secretary General on the implementation of Security Council resolution 2139, 2165, 2258 and 2332 outlining achievement and challenges.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in the area of publishing, communication, information, journalism, external relations, public health and related from an accredited/recognized institute. Desirable: Formal training on monitoring and evaluation and/or results-based management.

Experience

Essential: At least 5 years of experience in editorial and information management working in the health domain. Several years' experience in applying results-based management principles to project management.Proven experience in drafting donor appeals, situations reports and in preparing donor reports. Desirable: Prior working experience with WHO/UN or with an international nongovernmental organization.

Skills

1) Demonstrated writing and editing skills with an ability to communicate effectively on a broad range of issues

2) Demonstrated experience in budget and/or grant management

3) Knowledge in resource mobilization and donor relations

4) Experience in writing of concept notes and logical frameworks

5) Experience in document management, archive management and the historic recording of events including emergency response.

6) Ability to "think out of the box" and to make innovative proposals as related to communication.

7) Excellent interpersonal skills, discretion, tact and diplomacy.

8)High level of judgment and initiative

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 975 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
