The war in Ukraine has triggered the fastest growing refugee crisis since World War II. By 23 April 2022, more than 774,000 refugees from Ukraine had arrived in Romania. The overwhelming majority of refugees are women and children, often separated from husbands and fathers who remained in Ukraine; older people; and significant numbers of unaccompanied children, including those from state care facilities.

Local and national authorities have established reception facilities at border crossing points to receive new arrivals and are providing life-saving assistance, including accommodation, food, and other basic needs, as well as onward transport for those moving to urban centers. In the reception centers, information is also provided on the asylum process and temporary protection, as well as on the risks of trafficking. Access to basic rights and services, such as health, has been facilitated. Steps have already been taken to foster protection and inclusion into national systems, such as for health and education. Referral services are being scaled up, focusing especially on case management and protection of unaccompanied children and those evacuated from boarding schools, institutions and other alternative care arrangements, survivors of gender-based violence (GBV), victims of trafficking, persons with disabilities and other vulnerable groups

UNICEF Romania Country Office is involved in the emergency response by supporting the national government and local partners in delivering assistance and protection services.

How can you make a difference?

The Reporting Specialist liaises closely with all units in order to gather and collect accurate data about refugees and assistance activities and prepares appropriate reports, briefing and background notes, and other documentation as required. He/she prepares information as required for missions and visitors about UNICEF activities.

Summary of key functions/accountabilities:

  • Consolidate and analyse data on programme implementation and indicators.
  • Ensure timeliness and quality reporting documentation about refugee’s assistance activities. This includes gathering of information, draft’s development, consolidation, editing, layout and branding of all required reports and documentation. In reviewing the reports ensure compliance with UNICEF requirements, quality and accuracy of data and systematic results-based reporting.
  • Roll out monitoring and reporting mechanisms, ensuring adequate training in reporting, troubleshooting and revision of mechanism as required.
  • Ensure that area/country programmes are strengthened by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of "lessons learned" and other corporate-level databases.
  • Collaborate with staff to compile, produce and disseminate high quality mandatory UNICEF reports, including the SitRep, Annual Report (including COAR, RAM and SMQ), donor briefings, etc.
  • Participate in information exchange through donor and media visits as well as in the development of training and orientation materials.
  • Administer a consistent and transparent monitoring system, providing accurate analysis of country level socio-political-economic trends and their implications for ongoing programmes and projects.
  • Support preparation of programme work plans as required. Responsible for preparation of program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices.
  • Assist in establishing programme work plans and monitors progress and compliance. Help to manage allocation and disbursement of programme funds, ensuring that funds are properly coordinated, monitored and liquidated.
  • Takes appropriate actions to optimize use of programme funds. Ensure programme efficiency and delivery through transparent approach to programme planning, monitoring and evaluation.
  • Undertakes field visits to monitor and assess programme implementation and decides on required corrective action.
  • Carry out a rigorous and transparent approach to evaluation and participate the major programme evaluation exercises in consultation with the Representative, the Operations Officer, the Evaluation Officer and others to improve efficiency and quality of programme delivery.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field
  • A minimum of five years of relevant professional work experience in communication, programme planning, reporting, monitoring and evaluation and/or research in education is required.
  • Background/familiarity with emergency is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
