Background Information - FG

Finance Group

The purpose of the Finance Group is to lead and develop the organization’s finance strategy and practice. The core functions of the Finance Group are to:

a. Articulate finance policies and processes; enable operationalization and managerial oversight through appropriate systems and reports; provide corporate advice and guidance; and strengthen the knowledge, skills and career development of finance practitioners.

b. Steward the resources of the organization, ensuring cost recovery and accurate financial reporting to partners; maintain appropriate controls and integrity of financial management in accordance with relevant international standards; enable prudent management and growth of financial assets; and build an informed and shared management engagement on financial issues in support of the organization’s business strategy.

c. Identify and develop opportunities for the provision of financial management services for partners and ensure appropriate modalities for service delivery.

The Finance Group (FG) is a critical and strategic business function in UNOPS and serves as an authoritative and integrated partner in the organization on strategic financial planning and budgeting, business strategy and practices, financial analysis and risk assessment, financial management services and long term organisational treasury and investments. As the steward of resources of a self-financing UN entity, FG is accountable for timely cost recovery and reporting to partners, maintaining the integrity and transparency of financial management of resources in accordance with the highest standards of ethics and organisational/international accountability framework and the accurate and transparent financial reporting to governing bodies, clients, partners and stakeholders.

The Reporting Specialist reports to the Head of Financial Performance Management and Reporting who provides broad supervision and guidance. The role is responsible for promoting credible and useful results monitoring and reporting. The role is also responsible for contributing to UNOPS corporate reporting on results and performance management, and for enhancing the ability of UNOPS to generate business intelligence on its portfolio.

Functional Responsibilities

Results analysis and reporting:

  • Support the Team Lead on all aspects of UNOPS results reporting, including guidance, stakeholder engagement, data collection and enrichment, quality assurance and analysis for contributing to the preparation of the annual report of the Executive Director to the Executive Board.
  • Contribute to the development and improvement of systems for results monitoring and reporting.
  • Prepare analysis, reporting and dashboards on UNOPS portfolio, including for internal and external stakeholders such as the UN Chief Executives Board
  • Prepare substantive contributions to UNOPS strategic plan and associated Midterm Review in the area of results reporting.
  • Prepare quantitative and qualitative analysis to support senior management decision making.

    Performance management support:

  • Support the Team Lead in preparing and improving UNOPS Quarterly Business Review, including providing input on performance discussions between Regional and HQ Directors and the Executive Office, and suggesting further improvement and integration of organisational planning and review processes.

  • Enhance and maintain forecasting reporting functionality with a view to promoting accurate, timely, and complete forecasting, as well as reliable and credible multi-year scenarios for UNOPS financial outlook.
  • Serve as the custodian of financial key performance indicators related to signed engagements with partners

  • Support senior management decision making by providing quality analysis of UNOPS performance, financial- and non-financial, and suggesting appropriate recommendations.

    Knowledge management and innovation:

  • Lead/organise training events and design/set training agenda to build capacity of stakeholders on forecasting, results management, analysis and reporting.

  • Contribute to the development of internal capacity across the organization in terms of forecasting results monitoring and reporting.
  • Monitor and evaluate policies, procedures, methods, tools and associated systems to ensure its utility, applicability and efficacy.
  • Recommend, set and/or develop new policies and procedures and introduce innovation and best practices in business operations to enhance services.
  • Review processes to maximise the benefits of management information systems for enhanced efficiency and organisational/management monitoring, oversight and reporting.

Education/Experience/Language requirements

Education: - A Masters degree in finance, accounting, business administration, economics or other related financial field is required. - A combination of a first level University degree and a professional license in finance or related field plus additional work experience may be accepted in lieu of the Master degree

Experience: - A minimum of 5 years of experience in financial analysis and results reporting in a large international organisation or business corporation is required. - Knowledge of, and experience with Google Suite work space (Docs, Slides and Sheets), as well as experience in handling web-based management systems is strongly desirable. - Experience in stakeholder interaction will be a strong asset - Experience with business intelligence tools is an asset. - Experience in UN system organisations is an asset.

Language Requirements: - Full working knowledge of English. - Knowledge of another official UN language is an asset.

Contract type, level and duration
