In the context of WHO’s 13th General Program of Work (GPW) and its triple-billion strategy, the UNV will support communications highlighting the impact of donors at county level. The WHO Afghanistan Country office has over 30 donor-funded grants to manage every year, with varying requirements and conditions. To maintain the Afghanistan office’s good track record of timely results-based reporting, ensure effectiveness in supporting the different sections, and uphold the quality of deliverables, WHO requires additional support for its External Relations and Partnership Team. Currently, Afghanistan has over 100 donor reports due each year. However, the Reporting Officer will be responsible for the reports to be developed for the strategic donors. With the technical officers, the reporting officer will provide a technical lead in reports development and consolidation, editing, and quality assurance of reports, in addition to reinforcing staff capacity in results-based reporting, including financial reporting. To support this function, the Afghanistan Office needs a strong writer with professional experience in programming, data analysis, and results-based reporting, particularly for strategic donors (USG group, EU, including ECHO, Japan, World Bank, Germany, and USAID, etc.).

The areas of work that can be covered include reporting work across different programmatic programs e.g., communicable and non-communicable diseases, healthier populations, health systems and information, emergency preparedness and response, data collection and management, family and reproductive health, program support, and administration.

Under the supervision of the External Relations and Partnerships Team Lead – the reporting officer will be responsible for the consolidation, editing, fact-checking, analysis of data, and writing of donor reports, applying the following strategies:

• Support the development, consolidation, review, editing, and finalization of the donor reports due within the mentioned period. This includes:

o Establishing reporting deadlines with different sections in consultation with the technical officers and in accordance with donor agreements. o Following up on the timely submission of inputs with program colleagues. o Review of implementation compliance within WHO programmatic and technical obligations to the donor in line with WHO donor reporting guidelines and procedures. o Ensure accurate demonstration of results in writing in line with donor requirements and as demonstrated in proposals and donor agreements.

• Build the technical capacity of WHO staff regarding quality donor reporting, with a keen focus on results-based reporting and editorial consistency.

• With the communication, donor officer and coms lead the review and edit of human-interest stories, case studies, and communication and visibility reports based on donor reporting requirements and in conjunction with the Communications and Partnerships team and the Resource Mobilization Officer.

• Ensure accurate results-based financial reporting as outlined in donor proposals and grant agreements.

• Ensure the office achieved less than the 1% overdue donor reporting threshold.

• Contribute to the development of shared practices, standards, and tools across WHO EMR and in alignment with global WHO branding and policies in the relevant area of expertise.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers Programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Desirable • Prior working experience with WHO/UN or with an international nongovernmental organization. • Demonstrated capacity in M&E and budgeting for large-scale programs or emergency programming is an asset • Experience in internal coordination • Experience in donor relations

Afghanistan is a unique country and WHO is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

The position is based in Kabul. WHO will facilitate accommodation for IUNV within UNOCA.
