  • Information is duly gathered from various sources in Bamako and in the field about PoC situations of concern and potential or actual threats, analysis duly carried out, and analytical reports on these issues produced.
  • Information on PoC is duly shared within the Mission, UNCT and HCT through clear channels and mechanisms, hence also ensuring a proper flow and channels for information on PoC;
  • The PoC database is duly managed, and reports produced based on this data;
  • Infographics and Maps are produced from the PoC Data as well as other Mission activities on a regular base for the bi-monthly threat assessment but also unexpected ad-hoc requests (PowerBi)
  • Combine and edit reports from regional PoC Officers into national PoC Updates and provided the relevant statistics and graphs showing temporal changes
  • Liaise with other Units to enhance data sharing among the Mission
  • The Senior PoC Advisor is duly supported especially as regards knowledge of the latest information and discussion on analysis;
  • The PoC Unit is represented in events and trainings, including conduction of trainings for different audiences;
  • Research is conducted on PoC in peacekeeping and more broadly, while strategies and action are aligned to the latest UN-wide thinking, and such research is fed into global PoC debates from a MINUSMA perspective.

Under the direct supervision of the Senior PoC Advisor / Chief of Unit, the UN Volunteer will undertake the following tasks: - Gather information from various sources in Bamako and in the field about PoC situations of concerns and potential or actual threats, analyze such information, and produce analytical reports (both narrative and visual) on these issues, hence also ensuring a proper flow and channels for information on PoC; - As part of the above, support with data entry and management of the PoC database, and produce regular reports, infographics and dashboards emanating from information in the database; - Use the new Spatio-Temporal Incident Mapping tool in order to assess the effect of Force operations and other mission activities on PoC incidents - Support the Senior PoC Advisor in his/her advisory role on PoC, especially as regards knowledge and analysis of the latest developments on PoC and related issues; - Represent the PoC Unit in events and trainings, including conduction of trainings for different audiences; - Conduct research on PoC in peacekeeping and more broadly, in order to ensure that strategies and action are aligned to the latest UN-wide thinking, and in order to also feed into global PoC debates from a MINUSMA perspective. - Help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into the above activities, including gender-related considerations; - Liaise with Mission/UNCT/HCT staff, in order to support them in their functions by providing analysis and assessments of threats and to create a fruitful data exchange; - Perform other relevant duties as required by the supervisor;

At least three years of general work experience. Academic research will be counted as work experience, even if conducted during full-time study during a Master’s or Doctoral degree. Experience in research, analysis, reporting, and data analytics which may be through research (including during a university degree involving research) or relevant types of consulting, is essential. Preferably, this should have included published works. Proven ability to read and understand information very quickly, and produce analytical reports including recommendations in a very timely manner. This will also be assessed through a written test. At least one year experience in International Humanitarian Law, Human Rights Law, international relations, peacekeeping, advocacy on related subjects, or a related area, would be an added value. This experience can be in the form of academic research (including during studies), or relevant types of consulting.

Bamako is a non-family duty station with a difficult security and working environment. Mali is a non-family duty station. Living conditions are acceptable in Bamako, but security instructions need to be strictly complied with. Adequate housing is available for rent at US$ 500-1500 per month. The national currency is the Franc CFA (April 2020 exchange rate was 1 US$ = 580 FCFA). Visa credit cards are accepted in some hotels and larger shops. Mali is a country prone to malaria, so mosquito nets are highly recommended. Basic medicines are available from pharmacies, but provision needs to be made for specialized medication. Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff in the course of their assignments in Mali. For the sake of rewarding experience, UN volunteers in MINUSMA carry out their duties with flexibility, commitment, and a willingness to live and work in challenging conditions including heat and limited water and electricity supply.
