Reporting Officer

Organizational Setting and Work Relationships Under the overall guidance of the Senior Donor or External Relations Officer or other Senior Management, the Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the Reporting Officer promotes the vision, mission, and strategic goals of UNHCR.

The Reporting Officer establishes close contacts with all UNHCR Sections in the AOR to gather and analyse information. He/she maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Keep abreast with all developments in the Country Operation/Bureau/Division or other entity to prepare appropriate briefings and reports. - Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media). - Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under area of responsibility (AoR) in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports. - Participate in annual reporting and planning process. - Work closely with Information Management to ensure accurate and attractive data presentation, including maps. - Support the monitoring of UNHCR's partnerships and consolidate information about partners' activities. - Prepare briefing kits and presentations for missions and visitors. - Prepare reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor; Assist in providing visibility for donors' contributions to UNHCR. - Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting. - Prepare and distribute minutes of meetings. - Provide technical support, training and clarification on UNHCR's reporting policies and deadlines. - Collaborate closely with information counterparts in other UN agencies and NGOs to ensure accurate data presentation, graphics and maps and effective information dissemination on refugee issues. - May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control. - Where relevant, contribute to UNHCR's coordination endeavours across sectors, including through reporting, advocacy, resource mobilization and other support as may be required.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s). - Perform other related duties as required.

Minimum Qualifications

Desired Candidate Profile

The incumbent is expected to have sound proposal writing skills, reporting skills, donors’ relation knowledge and understanding of how to address various audiences, be they institutional or private donors, as well as donors from the donor countries. The incumbent is expected to be strategic and innovative and to be a strong team player, be proactive and have strong inter-personal skills. Prior experience in the Reporting will be prioritized during the selection process. Fluency in French and a good working knowledge of English.

The incumbent will also have excellent written and oral skills and proven experience in devising reports to donors, both institutional and private donors. They will also have a good understanding of UNHCR’s brand, especially in relation to its protection and solution mandate and fundraising/donors’ relation vis-à-vis both institutional and private donors. They will be good at identifying opportunities to promote UNHCR’s role in a development context (Global Compact on Refugees).

The incumbent will also have a great aptitude at multitasking and ability to support others in taking a role in fundraising and communicating, publicly and internally, on issues of concern to UNHCR.A minimum of three years of demonstrated experience in related work in reporting on program implementation and results. Must be familiar with Microsoft Office, have native-level writing skills in English, and have experience in writing reports on short deadlines. Experience in reporting, political journalism, and political analysis will be advantageous; They will have experience working with an international development organization and knowledge of reporting procedures, best practices, guidelines and tools for communications. S/he should be resourceful through technology, research skills, and relationship building and, with minimal supervision, be able to manage high volume work flow. Operational context

Occupational Safety and Health Considerations:

Kinshasa is currently a security level 2 duty station. The security situation in Kinshasa is relatively calm with security related threats to staff mainly from petty crime and civil unrest. Criminality in the form of pick pockets, petty robberies, house and vehicle break-ins, is also rampant in Kinshasa.

UN personnel are not specifically targeted, but criminals focus attacks on people perceived to have money and/or valuables items. The perpetrators of these crimes are mostly street children also known as “Shegues”, organized gangs and unemployed youth called “Kulunas”, and sometimes errant state security elements. Of special concern are armed robberies committed by criminals posing as policemen who target foreigners through the presentation of what may seem like legitimate ID cards of the security forces, to get victims into their vehicles and rob them. UN personnel must also be aware of the danger from driving in Kinshasa. Road traffic accidents are the most common security incident for the UN in Kinshasa.

Nature of Position:

As of 30 November 2023, DRC hosts 522,260 refugees mainly in South Kivu, North Kivu, Ituri, Haut Uele, Bas Uele, North Ubangi and South Ubangi provinces. UNHCR’s overall response action is based on the Refugee Coordination Model (RCM) and works with 10 partners in this response action. UNHCR also has operational partners and development partners with whom it works to achieve its four impact areas (Protection, Assist, Empower and Solve).

The DRC also has 6.3 million IDPs (31 October 2023 Statistics) located mainly in Ituri, Kasai, Kasai Central, North Kivu, South Kivu, and Tanganyika Provinces. Through the tri-cluster approach (as cluster lead for Protection, Shelter and CCCM), UNHCR plays a key role in supporting the DRC Government in implementing a durable solutions strategy to help end the protracted displacement in the country.

In terms of Operational coverage, the DRC Operation has 16 offices including five Sub Offices, nine field offices, one field unit and a Representation Office. The Operations Plan is executed by over 450 staff members.

In terms of Geographical coverage, of the 26 provinces in the DRC, UNHCR has a presence in 10.

Key Responsibilities

The Reporting Officer position is under the direct supervision of the Assistant Representative (Programme), keeps abreast of all developments in the DRC Operation. Accordingly, he/she prepares reports based on accurate and well-presented information, that promotes UNHCR action for IDPs and refugees, contribute to good decision making, supports fund raising and helps to attract more actors (particularly operational and development actors) to support the humanitarian response plan.

Living and Working Conditions:

DRC is the third largest country in Africa, with a land expanse of 2.345 million km² and 26 provinces. There is access to goods and services in most towns within the country although some of the underserved areas where UNHCR finds itself do not have access to some social amenities. Living conditions therefore vary between UNHCR duty stations, with all usual amenities present in the capital Kinshasa, but only very basic conditions in remote duty stations in the provinces.

In Kinshasa, the cost of living is very high and accommodation and other consumer goods are generally very expensive. Local markets have much cheaper alternatives of food options. UN international personnel are only allowed to reside within an established.

Residential Security Perimeter

The unit of currency is the Congolese Franc. The US dollar is the other currency of transaction within the country. It may be impossible to exchange traveller 's checks away from the capital, Kinshasa. Credit cards are usually accepted in major hotels and some supermarkets in Kinshasa. In larger towns and cities (e.g. Kinshasa, Goma, Bukavu, Kisangani), it is recommended to open US Dollar bank accounts, although access to banking in the smaller towns is limited and most transactions are done using cash.

In addition to French, there are four major languages spoken in DRC, namely Lingala, Kikongo, Tshiluba and Swahili.
