Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Under the overall supervision of the Chief of Mission (CoM), under the direct supervision of the Programme Support Officer and in close coordination with the Regional Office in San Jose, the successful candidate will assist with the organizational, and donor reporting activities for IOM Haiti.

  1. Support the Project Managers in drafting donor reports in close coordination with relevant units in the CO and RO in line with IOM policies, standards, and internal procedures.
  2. Assist with providing and coordinating inputs for ad hoc reports/information requests from Headquarters, the Regional Office, and donors,
  3. Draft internal and external situation reports and/or info-sheets to share within the Organization as well as with donors and partners.
  4. Contribute to the consolidation and analysis of data on programme implementation in coordination with Programme Managers and the M&E Officer to draft regular progress reports to be submitted to donors, partners and IOM Regional Office and Headquarters.
  5. Provide technical support to the Project Managers with the revision of projects activities and budget, manage the internal endorsement process and liaise with donors for the approval of the project changes.
  6. In support of knowledge management, maintain accurate, updated, reporting-related information in IOM’s relevant software applications and databases.
  7. Support capacity building and training activities in the field of donor and institutional reporting and the roll-out of the Strategic Results Framework (SRF) for CO’s staff through workshops and seminars.
  8. Assist in coordinating the compilation of reports and papers on IOM strategic approaches and priorities for internal and external distribution; and research, draft, and present documents necessary for project development, reporting and donor liaison purposes.
  9. Support when needed the development of concept notes and project proposals, in close coordination with the Project Managers, and the Project Development Officer by providing technical inputs and support that responds to emerging trends and priorities in compliance with IOM, donor, and government interests and requirements.
  10. Draft donor profiles and guidance notes on donor priorities, and assist with other resource mobilization materials.
  11. Perform such other duties as may be assigned.

• Experience in project development, technical writing and editing, preferably in the international development/humanitarian sector. • Work experience in donor relations and grant management for specific donors of IOM’s interest would be an advantage • High level of professionalism and ability to work under pressure and adhere to strict deadlines in a complex and fast-changing environment; • Strong interpersonal skills and ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds • Demonstrated gender awareness and gender sensitivity; • Field experience in the Migration, Humanitarian or Development fields. • Knowledge of international agencies like the UN is an advantage; • Experience working in the region is an advantage.

Haiti, especially the capital Port-au-Prince, is a bustling and crowded country with high levels of poverty and unemployment throughout. While much of the infrastructure is somewhat lacking, and much of it is in the process of development, Haiti nonetheless has many areas of stunning natural beauty; it has a rich and diverse cultural heritage that is an enticing draw for foreign staff and expats alike. Haiti is affected by problems in terms of safety and security, and many governments advise avoiding certain areas of the capital of Port-au-Prince. Due to the instability of the political system in Haiti, there are frequent protests, some of which run the risk of turning violent and are therefore best avoided. While the end of 2019 was marked by nearly four months of “peyi lok” – widespread civil unrest, insecurity and political turmoil translating in recurrent teleworking arrangements) – the beginning of 2020 started by a deadlocked political dialogue and then the onset of the COVID-10 pandemic in mid-March. UNDP in Haiti has become adept with regard to risk management. This has taken the form of proactively planning in advance in order to anticipate and prevent a negative impact of the volatile country context on programme and staff. For example, UNDP Country Office took the initiative to facilitate voluntary evacuation for high-risk UNDP and UNV personnel at the onset of the COVID-19 pandemic. Strengthening security capacity within UNDP Country Office and an adaptive and proactive approach to the security environment has enabled UNDP to remain operational while ensuring the maximum safety for personnel.
