• Strengthened capacity of national actors by timely implementation of legal and judicial programmes, projects or/and activities, which are coherently and timely implemented; • Thorough, well-reasoned and clearly written contributions, effective briefings and other communications. • An internal monitoring and evaluation process of JCS projects is implemented • Consistently applies appropriate policies, guidelines, procedures and processes. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally to promote work programme objectives. • Strengthens national justice strategies by provision of strategic/technical advice • Available research material and analysis on time and in accordance with criteria discussed; • Meets Reporting obligations. • Capacity building through training and coaching documented; • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

This assignment is a support service to the MINUSMA and its personnel; it is not a humanitarian assignment involving direct work or interaction with beneficiaries.

Under the direct supervision of the Judicial Affairs Officer in charge of reporting and under the general supervision of the Senior Judicial Affairs Officer, the United Nations Volunteer will be responsible for the following duties: • Drafts, reviews and coordinates the timely delivery of a variety of reports, briefings and other type of communications in compliance with UN standards; • Assists in developing, revising and operationalizing the Section strategic plan, the Section’s monthly statistics and other thematic action plans as may be required, with particular support to the rule of law and the fight against impunity; • Develops and implements an internal monitoring and evaluation process for projects implemented by JCS; • Works in collaboration with regional offices and senior judicial affairs and corrections officers to support the timely implementation of the section’s projects as well as the development, implementation and review/reporting of substantive content for the Section results-based budget process, with particular attention to the tracking of programmatic funding utilization and preparing related reports and documentation for review by in-mission strategic planning unit and UNHQ bodies; • Updates the Mission-wide assessment tools, including the Comprehensive Performance and Planning Assessment System (CPAS) by providing quarterly monitoring and data collection mechanisms, in line with Mission’s requirements; • Performs other related duties as required; • When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent should set aside dedicated time for training, coaching, mentoring and capacity development.

At least 3 years of experience in the field of Rule of law assistance is required. Previous experience in planning, budgeting, drafting reports and communication is highly desirable. Previous experience in monitoring and evaluation of projects is highly desirable.

The national currency of Mali is the Franc CFA (February 2018 exchange rate is 1 US$ = 527.84 FCFA). Visa credit cards are accepted in some hotels and larger shops in the capital, Bamako. Mali is a country prone to malaria, so mosquito nets are highly recommended. Basic medicines are available from pharmacies, but provision needs to be made for specialized medication.

     Bamako is a non-family duty station with a difficult security and working environment. Mali is a non-family duty station. Living conditions are acceptable in Bamako, but security instructions need to be strictly complied with. Adequate housing is available for rent at US$ 500-1500 per month. Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff in the course of their assignments in Mali. For the sake of rewarding experience, UN volunteers in MINUSMA carry out their duties with flexibility, commitment, and a willingness to live and work in challenging conditions including heat and limited water and electricity supply.
