The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. As the development arm of the United Nations, UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Through partnerships with national, regional, and local governments, civil society, and the private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. It does so through work on three pillars:

• Governance reform • Environmental and energy policy reform for innovative green and clean economic growth, and • Recovery and stabilization in the war-affected areas.

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early UNDP projections suggest that if the war deepens and expands, up to 90 percent of the population of Ukraine could be facing poverty and vulnerability to poverty by the end of 2022, and 30 percent of the population are likely to require life-saving humanitarian assistance. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways achieving the SDGs as quickly as possible.

Brief Project Description: UNDP has been active and present in eastern Ukraine for the past decade, prior to the conflict which started in 2014, focusing on community mobilization, civil society development, and environmental protection. Work on addressing the specific conflict-related development challenges built on this earlier engagement, established partnerships, and started in 2015 through the United Nations Recovery and Peacebuilding Programme (UN RPP). The UN RPP is a multi-donor funded framework programme formulated and led by the UNDP in collaboration with the Government of Ukraine and in cooperation with a number of partnering UN agencies (UN Women, FAO, UNFPA). UN RPP’s interventions are grouped under the following key Programme components, which reflect women’s and men’s priority needs in the region:

Component 1: Economic Recovery and Restoration of Critical Infrastructure Component 2: Local Governance and Decentralization Reform Component 3: Community Security and Social Cohesion

In October 2018, UNDP signed an agreement for a multi-year project under the EU Support to the East of Ukraine Programme. In 2021, the EU-funded project was amended to extend its scope through the EU4Resilient Regions Programme. It has recently been amended to ensure that the approach implemented under UN RPP can help address the devastation and increased needs of the civilian population as a result of the ongoing war, and where it will be required.

Under the direct supervision of the M&E Specialist, the UN Volunteer will undertake the following tasks:

• Support in donor reporting – design input collection forms; draft narrative reports; collect, and sort data from internal and external sources, and prepare statistical charts, tables and other visuals. • Keep abreast of all developments in the country and regions of operation to prepare appropriate briefings and reports. • Prepare inputs to other reporting and communication products, including briefing notes, reports to Oblast authorities and relevant line Ministries, strategy documents and other materials. This includes a compilation of information, editing and layout, as well as ensuring consistency with donor reporting and corporate requirements, previous reports and proposals. • In collaboration with colleagues from all units, to gather and collate accurate data about programme beneficiaries and results of development activities. • Develop draft reports for internal and corporate needs, including ROAR, IWP, and other ad- hoc requests. • Support ongoing monitoring and evaluation activities, including contributing to the update and maintenance of information on all relevant projects. • Help to ensure that results-based information from the RPP Information Management System (IMS), IMRP, Activity Tracker and other monitoring systems is accurate, reflected and used for communication and reporting purposes. • Manage and prepare all supporting documents and relevant annexes to donor reports. • Ensure human interest stories (“stories of change”) are prepared for various purposes, including donor reports. • Assist in the preparation of other communications products and support all aspects of their production, including fact checking, proofreading and quality control. • Conduct desk review and basic research to prepare background materials for meetings, missions, and field visits. • Support the RPP Programme Manager and M&E Specialist in conducting context analysis and general situation overviews at the national and regional levels. • Maintain knowledge management platforms and processes to capture and share relevant knowledge, reports and lessons learned, produced by the Programme. • Work closely with the M&E Specialist and other colleagues to ensure accurate and attractive data presentation, including maps. • Support the preparation of programme work plans as required. • Prepare and distribute minutes of the Programme Board and other coordination meetings. • Any other related tasks as may be required or assigned by the supervisor.

Results/Expected Outputs: • Timely and quality preparation of donor reports, in compliance with specific donor reporting requirements. • Inputs to higher-level corporate reports, context analysis and presentations are provided in a timely, professional, and quality manner. • Programme-specific data and results are updated across all UNDP monitoring systems weekly and used for reporting purposes. • At least 5 human interest stories (“stories of change”) were developed, in collaboration with the Communications unit. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.

media, communications, external and donor relations, policy advocacy, or copywriting. - Experience working in the UN or other international development or humanitarian organizations will be an advantage.

The incumbent must be a dynamic, multi-functional person, who supports UNDP with professionalism, dedication and client orientation, and who must be willing both to work on programmatic/substantive aspects and reporting. The following qualifications are required:

  • Excellent drafting, formulation, and reporting skills.
  • Solid computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint); familiarity with database management; and office technology equipment.
  • Culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members and local authorities;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team;
  • Ability to perform duties under stress and in insecure, isolated and potentially hostile environments;
  • Sound security awareness;
  • Have affinity with or interest in humanitarian action, post-conflict or natural disaster situations, volunteerism as a mechanism for durable development, and the UN System.

Area of Expertise: Public Information and Reporting.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves.

Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity.

Entitlements of National UN Volunteer (Specialist - Step 2)

The contract lasts for the period indicated in the vacancy with the possibility of extension subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1,269 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
