BACKGROUND

Purpose of Activity/Assignment:

UNICEF is committed to accelerating protection from sexual exploitation and abuse (PSEA) across all humanitarian settings. PSEA is an organization-wide accountability, and UNICEF Child Protection plays a leading role and is a key contributor to this work. UNICEF’s Child Protection strategy prioritizes the prevention of violence, which includes prevention of sexual exploitation and abuse. The UNICEF’s Strategic Plan 2022-2025 includes core commitments on PSEA, including within Goal Area 3: Every child is protected from all forms of violence, exploitation, abuse, and harmful practices. The Strategic Plan also includes a strategic enabler on the establishment and strengthening of PSEA systems at country-level, for which Child Protection holds a leading role. In addition, UNICEF’s Child Protection Programme Team serves as the designated lead for the roll-out of PSEA within the Core Commitments for Children and the Emergency Procedures.

As a leader in child protection globally and as an agency mandated to strengthen the protection of children and women, UNICEF is also committed to driving forward best practice and evidence-based approach to deliver on the shared IASC PSEA framework and priority areas and is scaling up its programming to prevent and respond to SEA. To deliver on UNICEF’s and the shared IASC commitments on PSEA, UNICEF actively leads and contributes to PSEA acceleration within the IASC and UN, including to support Humanitarian and UN Country Teams to deliver on their PSEA commitments. As outlined in in the IASC Strategy and Vision on the PSEA and Sexual Harassment (PSEAH) 2022−2026, adopting an evidence-based approach and strengthening results tracking is key to effectively deliver on IASC PSEA commitments to prevent and respond to SEA, and to advance a survivor-centered approach. Member States have called for the UN to adopt such an approach, and UNICEF is working closely with the IASC and the UN Office of the Special Coordinator on PSEA to support increased monitoring and reporting through the annual UNCT/HCT PSEA Action Plans and the global PSEA mapping exercise. UNICEF continues to advance the PSEA work as a key contributor to the IASC Acceleration Plan and the IASC PSEAH Strategy and Vision.

Linked to these commitments, the Child Protection Programme Team continually seeks to strengthen the evidence and data in all areas of Child Protection programming, including related to PSEA with a view to accelerating PSEA programming and is committed to monitoring, evaluation, and results-based management. While most evidence and data gathering activities are conducted at country and regional levels, the Child Protection specialist /PSEA global technical lead in CPHQ technically leads the overall evidence work on PSEA, under the overall guidance of the Senior Advisor for Child Protection in Humanitarian Action, supports COs/ROs in results tracking for PSEA (i.e., in line with UNICEF’s PSEA Results Monitoring Framework and the Integrated Results and Resources Framework (IRRF) of the UNICEF Strategic Plan), and oversees the knowledge management and evidence building activities and products for the overall CP PSEA programming work. Over the past few years, evidence building function on PSEA has grown substantially linked to integrating PSEA in the Strategic Plan and in response to increased expectations from UNICEF senior management, Member States, donors, the IASC and other partners and stakeholders, who increasingly look to UNICEF as the leader on knowledge and evidence-based approaches for PSEA programming across the humanitarian response.

The purpose of this consultancy is to provide targeted technical support to the Child Protection on strengthening PSEA programming related knowledge management, evidence building, and results reporting, through targeted tasks listed below.

Scope of Work:

Under the supervision of the PSEA Specialist, the consultant will be responsible for completion of the following deliverables:

1. Update existing PSEA training materials and support the development of 3 short training videos.

2. Develop and disseminate at least four PSEA knowledge products.

3. Deliver specific technical capacity development sessions to support the regional and country offices on PSEA reporting for Core Standard Indicators.

4. Organize PSEA Community of Practice webinars.

5. Support the organization of a global PSEA meeting, including development of agenda and meeting report.

6. Support the development of PSEA and CPHA reports/inputs based on the 2024 CSI reporting

Terms of Reference / Key Deliverables:

  • PSEA training materials updated and finalized; - By 30 July 2024.
  • 3 short videos developed. - By 30 August 2024
  • At least 4 knowledge products finalized. - By 15 February 2025
  • At least 3 capacity development initiatives implemented. – By 30 September 2024
  • At least 5 COP webinars organized and related materials disseminated. - By 31 December 2024.
  • PSEA Global meeting organized, agenda and materials finalized. - By 30 October 2024.
  • Meeting report finalized. – By 30 November 2024.
  • PSEA global report and regional analysis (PPT presentations) finalized. – By 30 June 2024.
  • CPHA & PSEA narrative inputs for at least 3 annual reports finalized. – By 10 March 2025

Qualifications

Education:

A Master´s degree in public health, social work, political science, human rights and international law or other related degree, or equivalent programming experience.

experience:

  • Minimum 3 years of proven experience on protection from sexual exploitation and abuse, including within UNICEF and at the inter-agency level.
  • Demonstrated experience in data and evidence generation related to PSEA programming, as well as in knowledge management in related areas.
  • Demonstrated experience developing and facilitating remote workshops.

Competencies/Knowledge:

  • Demonstrated capacity to analyse data/statistics for humanitarian operations.
  • Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing of sensitive data between humanitarian agencies.
  • Excellent Computer skills, including MS Word, Excel, and database software, in-depth knowledge of pivot table/chart and data analysis. Knowledge of PowerBi and other data visualization software would be an asset.
  • Ability to work with a team as well as independently in a multi-cultural environment.
  • Creative, innovative thinker who can also translate ideas into practical applications.
  • Excellent interpersonal and communication skills, written and verbal.
  • Fluency in written and oral English is required. Another UN language is an asset for this role.

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
