Overview

Prepare strategic performance overview reports and finalize reviews for environmental programs.

You have:

  • Master in Business Administration with specialization in development management or a Doctorate in environmental protection are required.
  • Some 20 years of experience on research and policy, project and programme development and institutional strengthening with various stakeholders.
  • Experience in developing and implementing EC-funded projects.
  • Experience in managing and preparing complex technical reporting on environment programmes.
  • Familiar with Multilateral Environmental Agreements particularly those administered by UNEP.
  • Ability to work under tight deadlines.
  • Proficient in English with writing and editing skills required.

Result of Service

In line with the European Commission request, the consultant will provide the members of the Programme Steering Committee with: Three Strategic Performance Overview Reports (SPORs) covering period January – December 2023 for three agreements with DG ENV, outlining their implementation. One final report for the Strategic Cooperation Agreement (SCA) under the Thematic Programme for Environment and Sustainable Management of Natural Resources including Energy (ENRTP) with DG INTPA, covering period December 2011 – December 2022. The consultant will also consider the European Commission comments received for previous SPORs as deemed necessary.

Duties and Responsibilities

Three Strategic Performance Overview Reports (SPORs) 2023 for the three above-mentioned agreements in Section 1.1. for submission by the Programme Management Unit to DG ENV within set deadlines, as well as finalization of the final report for DG INTPA SCA, integrating EC feedback. . 1. The final report for the Strategic Cooperation Agreement (SCA) under the Thematic Programme for Environment and Sustainable Management of Natural Resources including Energy (ENRTP) with DG INTPA, covering period December 2011 – December 2022. • Finalization of the Final report based on DG INTPA feedback and final, audited figures. 1.2. The SPOR for the Programme Cooperation Agreement (PCA) for the period 2014-2017 under the Global Public Goods and Challenges (GPGC) with DG ENV, covering period January – December 2023. • This represents 3 closing and 1 running projects implemented by 2 UNEP Divisions and 2 MEA Secretariats (38 projects have ended their implementation period before reporting year 2023). 2.3. The SPOR for the Programme Cooperation Agreement (PCA) for the period 2018-2020 under the Global Public Goods and Challenges (GPGC) with DG ENV will cover period January – December 2023. • This represents 16 closing and 11 running projects implemented by 5 UNEP Divisions, 1 Regional Office and 6 MEA Secretariats (no projects have ended their implementation period before reporting year 2023). 3.4. The SPOR for the Programme Cooperation Agreement (PCA) for the period 2021-2023 under the Neighbourhood, Development and International Cooperation Instrument (NDICI) with DG ENV will cover period January – December 2023 • This represents no closing and 9 running projects implemented by 3 UNEP Divisions and 3 MEA Secretariats (no projects have ended their implementation period before reporting year 2023). The three SPORs will follow the outlines used for the SPORs 2022.

Qualifications/special skills

  • Education such as a Master in Business Administration with specialization in development management or a Doctorate in environmental protection are required. - Some 20 years of experience on research and policy, project and programme development and institutional strengthening with various stakeholders (non-governmental, intergovernmental and research organizations) in various geographical regions. - Experience in developing and implementing EC-funded projects. - Experience in managing and preparing complex technical reporting on environment programmes; particularly for complex and large-scale programmes with broad scope, multi-stakeholders and involving large commitments of funds. - Experience in performing mid-term and end-term evaluations including audits of large-scale environment projects and programmes (e.g. such as European Commission-funded international and regional programmes undertaken by UNEP or any other UN Agency, etc.) and/or performing and supporting evaluations of UNEP sub-programmes. - Familiar with Multilateral Environmental Agreements particularly those administered by UNEP. - Familiar with the priorities and structure from UNEP programme of work. - Familiar with UNEP institutional building as well as with rules and procedures. - Familiar with the rules and procedures of the European Commission setting, particularly on the reporting obligations. - Ability to work under tight deadlines.

English mother tongue or fully proficient with related writing and editing skills.
