• Excellent reporting skills and proven experience drafting human rights analytical reports required.
• Experience of community engagement outreach in Senegal using Wolof language is required.
• Experience in communication and organising public events.
• Solid command of the usage of computers, office software packages, or knowledge of graphic design is required.
• Experience in working on social networks and ability to enhance visibility on all relevant social platforms is required.
• Experience working within the UN system or OHCHR is required.
• Experience working on migration or proven knowledge of migration issues in West Africa is desirable.
• Experience designing and/or conducting communication campaigns is an asset.

The Regional Office for West Africa of the Office of the United Nations High Commissioner for Human Rights (OHCHR/WARO) is the principal United Nations agency responsible for the protection and promotion of human rights in West Africa. Operational since September 2008, the Office is based in Dakar, Senegal. OHCHR headquarters are in Geneva, Switzerland. It is part of the United Nations Secretariat.

The OHCHR's mission is to work for the protection of all human rights for all people; to contribute to enabling people to exercise their rights; and to help those responsible for ensuring respect for those rights to ensure that they are applied.

To this end, it has a number of projects at its disposal, including PROMIS, a joint project of the OHCHR and the UNODC. PROMIS works to protect migrants by "strengthening the capacities of West African States to develop a human rights-based response to migrant smuggling and to respond effectively to human rights violations linked to irregular migration".

In order to support PROMIS and OHCHR/WARO, and improve its visibility through enhanced reporting, a National United Nations Volunteer (UNV) Reporting and Communication Officer will be recruited.

This position is located in Dakar, Senegal. The incumbent will work under the direct supervision of the Project Coordinator and the overall supervision of the Representative of the Regional Office for West Africa of the United Nations High Commissioner for Human Rights, based in Dakar.

Under the overall supervision of the Regional Representative of the OHCHR Regional Office for West Africa (WARO), under the direct supervision of the PROMIS Project Coordinator, and in close collaboration with project staff within the West Africa Regional Office, the incumbent will:

•Prepare a variety of donor reports as well as reports on the Human Rights situation in the countries where the PROMIS project is implemented, in compliance with established standards;

•Contribute to improving and visibility of the PROMIS Project through various communication actions/activities.

More specifically, the Reporting and Communication Officer will:

•Draft, review, and edit various periodic reports (weekly, and quarterly reports, including the provision of inputs to the SG and HC reports) on the human rights situation, with a focus on the human rights of migrants, in compliance with established standards;

•Contribute to the preparation of donor reports using the information provided by PROMIS field teams and various other internal information databases;

•Contribute to regular briefing notes, background notes, talking points, and other materials for the WARO meetings with external partners on migration issues;

•Contribute to the integration of gender perspectives/considerations in all activities, programs, and strategies;

•Contribute to regularly maintaining databases and archival systems and where relevant, design additional database and archival systems;

•Develop, in coordination with WARO’s Regional Communication Officer, a communication strategy for the PROMIS Project and be responsible for its implementation;

•Improve visibility for the PROMIS Project through increased online presence, namely the production, and diffusion, on relevant multimedia channels, of multimedia content (articles, web stories/success stories, social media content for Facebook, Twitter…) and the development of communication and visibility products (press releases, factsheets, newsletter, flyers, banners, roll-ups, T-shirts, caps…);

•Support liaison with advocacy partners and undertake outreach to civil society organizations, and governments to ensure that newsworthy information reaches the various PROMIS Project targets, including communities ;

•In coordination with the Regional Communication Officer, and communication officers in PROMIS countries (where available), evaluate the results and impact of communication activities;

•Perform any other relevant tasks as requested by the supervisor.

As this is a National UN Youth Volunteer assignment, the National UN Youth Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Dakar, Senegal. National UN Volunteers are part of the malicious insurance plan. National UN Youth Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.

Conditions of Service for national UN Volunteers:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents - except for UN Community Volunteers), as well as final repatriation (if applicable). Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly
