Duties and Responsibilities
Background The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of global consensus on environmental issues by keeping the environment under review and bringing emerging issues to the attention of governments and the international community for action. The increasing inundations of sargassum along Caribbean coastlines pose critical environmental and socioeconomic challenges, with significant impacts on marine biodiversity, fisheries, tourism, and coastal livelihoods. While more research is needed, emerging evidence suggests a potential link between these mass inundations and rising nutrient pollution in the marine environment. Excessive inputs of nitrogen and phosphorus, largely from agricultural runoff, untreated wastewater discharge, and other human activities, drive eutrophication processes that promote harmful algal blooms (HABs) and may contribute to sargassum proliferation. Addressing these interconnected challenges is essential within the framework of the Cartagena Convention and its SPAW and LBS Protocols. The SPAW Protocol emphasizes the conservation of species and ecosystems affected by sargassum influxes, while the LBS Protocol focuses on reducing land-based sources of nutrient pollution. In 2021, at the 5th LBS COP and the 16 Cartagena Convention COP, Contracting Parties adopted the Regional Nutrients Pollution Reduction Strategy and Action Plan (RNPSAP). The UNEP Cartagena Convention Secretariat is seeking a consultant to compile technical feedback on the outcomes and recommendations following the Joint LBS OEWG/SPAW Sargassum Working Group Meeting held from 18-20 March 2025. More specifically, the consultant will be responsible for capturing the discussion and recommendations emanating from the Joint Working Group Meeting. The consultant will report directly to the AMEP and SPAW Programme Officers at the Cartagena Convention Secretariat to expertly evaluate all technical input received and prepare the final report for the Joint Working Group meeting, including recommendations. Payment will be remitted subject to the approval of deliverables by UNEP. The modality of work for this consultancy will be home-based. This consultancy is under the direct supervision of the Programme Management Officers for the AMEP and SPAW Sub-Programmes.
