This request for expression of interest (REOI) follows the General Procurement Notice for this Project that appeared on the African Development Bank Group’s Internet Website (www.afdb.org) 1st August 2022.

International Institute of Tropical Agriculture (IITA) is implementing the Technical Assistance for Agricultural Transformation in Countries in Transition (TSF) project, financed through a grant from the African Development Bank. IITA intends to apply part of the proceeds of the grant to facilitate payment for a contract for preparation of Project Completion Report by an individual consultant who will be based in Ibadan, Nigeria, with substantial travel to several countries within TSF countries.

The Consultant is expected to assess the TSF Project’s performance and prepare a Project Completion Report (PCR ) that will present lessons learned in terms of: compliance with the Grant conditions, procurement performance, financial performance, resource use efficiency, physical implementation performance, cost-benefit analysis, sustainability of the project in terms of, financial sustainability, institutional sustainability and strengthening of capacities, ownership and sustainability of partnerships, environmental and social sustainability and performance of stakeholders. The ideal Consultant should have at least a Master’s degree in Agriculture/Rural Development, Agricultural economics, Project management, Development finance, Development economics or related discipline, and at least 10 years of proven experience in Project Preparation management, Project/program development, project evaluations, and Project Completion Report (PCR). Direct field experience in consulting for African Development Bank Assisted Projects, World Bank (or a closely related International Donor Agency) would be considered an advantage. He /she shall not be directly involved in the design, or in the actual implementation of the program.

The selected consultant should have: Proven expertise in carrying out project evaluations and/or project completion report in a leading position; Proven expertise in Project formulation and R&D; demonstrated in-depth technical knowledge and proven analytical skills on issues related to agriculture value chain, and/or food security; Substantial experience in designing and using project management tools (required); Proven experience in participatory assessment, economic analysis and problem solving; Good knowledge of the principles and working methods of logical framework methodology (LFM), project cycle management (PCM) and African Development Bank delivery methods; Good knowledge in Financial Management and Procurement; Good contextual knowledge of the Global Research in Developing countries (will be an asset); as well as Fluency in English and a good working knowledge of French.

IITA now invites eligible individual consultants to submit their Expression of Interest (EOI), including their detailed CV and letter of motivation detailing past related experience similar to this assignment. The assignment shall be for eight (8) weeks and expected to start in August 2024.
