Established in 1996 the Operations Centre (OPSCEN) launched its continuous 24/7 operation in response to the Kosovo crisis in 1999. Its mission centers on strengthening UNICEF's commitments to children in emergencies and enhancing the security of its personnel. To fulfill this mission, OPSCEN provides reliable, round-the-clock global situational awareness, coupled with the sharing of critical security and emergency information. It also plays a key role in supporting the organization's crisis communication efforts. Together, these services are designed to facilitate enhanced risk-informed assessment and decision making to contribute to bolstering the security of UNICEF personnel and the successful implementation of humanitarian programmes globally. OPSCEN operates within UNICEF’s Office of Security Coordination (OSC), under the organizational control of the Director of the Office of Emergency Programmes (EMOPS) and is overseen operationally by the Deputy Security Coordinator (OSC).

The consultant selected for the OPSCEN assignment will be instrumental in strengthening the effectiveness and efficiency of knowledge management and information sharing within the Unit for the ultimate goal of enhancing service delivery to its global clients. The key responsibilities and deliverables will mainly include:

1. Revamping OPSCEN's Collaboration and Communication Sites: This includes updating and enhancing content, layout, and design on both external and internal SharePoint sites to create a professional, user-friendly interface, thereby improving team collaboration and communication with stakeholders following their launch.

2. Packaging OPSCEN's internal documents: By applying professional formatting and design, internal documents like guidelines and templates will be made more engaging and accessible, which will streamline operations and facilitate a more efficient workflow.

3. Implementing a global contact management system: Improving the storage, organization, and retrieval of UNICEF global contacts is crucial for strengthening crisis communication and information sharing with targeted internal audiences.

4. Updating and maintaining key databases: Enhancing the accuracy and accessibility of essential information, including OPSCEN’s global mailing lists and UNICEF office GPS coordinates, is paramount for efficient internal delivery of vital products and communications. This involves elements like data visualization and mapping.

5. Strengthening knowledge management: Introducing new and/or innovative tools and products in line with UNICEF's Knowledge Management strategy will enhance collaboration and knowledge sharing. This ensures seamless integration and standardization of new tools and practices within OPSCEN.

How can you make a difference?

The assignment for the OPSCEN consultancy role will be a remote engagement. The expected start date is tentatively set for 11th September 2023, contingent upon the completion of all HR and administrative selection-related processes. The assignment is designed to run on a full-time basis and is slated to complete end of the year.

Transform OPSCEN's internal documents into a new design and format that is organized and presented in a cohesive and user-friendly way. The objective is to ensure easy navigation and accessibility, creating an engaging and professional appearance, and making the documents more efficient to use.

OPSCEN’s key internal documents are repackaged and redesigned streamlining operations; specifically, the documents include the following: • Standard Operating Procedures • Mailing Dissemination Matrix • Inbox Emails Filing Matrix • Emergency Watch Associate Shift Handover Note template • Trackers • OPSCEN Team Schedule, • OPSCEN's Learning and Development Initiative Outreach material • Emergency Watch Associate Onboarding material.

Clean and Restructure OPSCEN's Internal SharePoint Folder System to ensure easy navigation and information retrieval by the OPSCEN team and create a more streamlined system that supports OPSCEN's daily operation.

Completed a comprehensive clean-up and restructuring of OPSCEN's internal SharePoint folders and enhanced accessibility and ease of navigation for the team. This includes: files, folders, and documents.

Develop and implement a global contact management system, meticulously documented, to enable efficient storage, organization, retrieval, and maintenance of global contacts.

Perform regular updates and maintenance on OPSCEN's key databases to ensure accuracy and optimal performance.

Improve OPSCEN's approach to knowledge management and sharing, aligning it with UNICEF's knowledge management strategy and adhering to recognized best practices.

1.Recommendations on innovative KM tools and/or new products based on OPSCEN's services and products provided to clients. 2.Inputs to relevant knowledge management (KM) guidelines and instructions, establishing standardized practices within the team, where needed.

Nature of ‘Penalty Clause’ to be stipulated in Contract:

Penalties for Unsatisfactory Performance or Incomplete Assignment: Final payment of fees for this assignment will only be affected upon satisfactory completion of services to UNICEF’s satisfaction and certification to that effect by the Supervisor of this assignment.

Cost Estimations

Please include the financial proposal in USD (inclusive of all taxes).

The financial proposal shall be submitted in USD and must include the consultancy fee, the communication costs and all other individual expenses or applicable costs. The financial proposal must be broken down per deliverable.

To qualify as an advocate for every child you will have…

  • A first-level university degree in one of the following: knowledge/information management, public administration, political science, development studies, international relations, communications, business administration, or another related field is required.
  • A minimum of 1 year of relevant work experience, at the national and/or international level, in knowledge management planning and implementation.
  • Knowledge of web design, Microsoft 365 tools, Photoshop, Illustrator, InDesign, Canva is highly desired.
  • Familiarity with innovation processes and/or platforms including implementation of new tools and/or working methods is desirable.
  • Experience in reporting, planning and coordination and data processing is a strong asset.
  • Fluency in verbal and written English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
