Purpose of Activity/Assignment

Under the overall direction of the Global Education Cluster (GEC) Coordinator (UNICEF) and the supervision of the Gender and Gender-Based Violence (GBV) Specialist, GEC and the Gender-Based Violence in Emergencies Specialist, Global Cluster Coordination Section, the purpose of the consultancy is to document good practices, lessons learnt and challenges regarding the integration of gender and GBV considerations throughout the Humanitarian Programme Cycle (HPC) by Education Clusters, including a specific focus on Education and Gender-Based Violence inter-sector collaborations, and provide specific recommendations to replicate good practices in other contexts. These recommendations should be presented in a draft Good Practice / Learning Brief based on HPC phases. This work will focus on examples of education and GBV coordination mechanisms identifying and addressing the needs of shared priority populations of concern such as in-school and out-of-school child and adolescent survivors of child marriage, child and adolescents with disabilities and adolescent mothers and facilitating referrals and access to services (whether emanating from education in emergencies service delivery or GBV-specific interventions).

Background

The Global Education Cluster (GEC) was established in 2007 and is co-led by UNICEF and Save the Children (SC). The GEC provides strategic and technical support to more than 30 country clusters and Education in Emergencies (EiE) Working Groups. The GEC also brings together close to 60 global partners engaged in EiE work at the country or global levels, sharing the goal of predictable, holistic, equitable and well-coordinated responses. The GEC team is led by two Global Coordinators -- SC and UNICEF -- and supported by a team of technical experts, including a Gender & GBV Specialist.

The GEC works as part of the Inter-Agency Standing Committee (IASC) Cluster System, established in 2005 with the aim to “strengthen system-wide preparedness and coordination of technical capacity to respond predictably to humanitarian emergencies, and provide clear leadership and accountability in the main areas of humanitarian response”. Clusters also work in line with the reform process outlined by the Transformative Agenda in 2011 (to focus on leadership, coordination and accountability in order to support predictability, effectiveness and relevance of humanitarian action); as well as outcomes from the 2016 World Humanitarian Summit focused on generating a renewed commitment to address the scale of need through new partnerships, stronger participation of affected people and to better link humanitarian and development initiatives.

The Global Education Cluster’s Strategy 2022-2025 includes gender equality, women’s and girls’ empowerment through safe access to gender-transformative education and GBV risk mitigation as some of its priorities to address. A key action to operationalize these commitments was the establishment in 2022 of a new, dedicated Gender and GBV Specialist position within the GEC. The Gender and GBV Specialist is leading multiple initiatives related to Gender and GBV risk mitigation, including the strengthening of capacities of Education Cluster Coordination teams and members on gender mainstreaming and GBV risk mitigation, and reinforcing collaboration with gender and GBV actors and coordination mechanisms at country level (i.e., GBV sub-clusters and Gender in Humanitarian Action Working Groups where existing). The case studies and recommendations from this consultancy will feed into an e-learning dedicated to GBV Risk Mitigation in Education and serve as a foundation for the publication of a Good Practice or Learning Brief around the collaboration of education and GBV in emergencies coordination mechanisms.

Scope of work

  • Inception report outlining proposed approach for documentation including specific tasks and implementation timelines.
  • Desk review of existing documents such as education cluster strategies, Humanitarian Needs Overview (HNOs) and Humanitarian Response Plans (HRPs).
  • Develop key information interview guide questions.
  • Conduct key informant interviews with selected national and sub-national level education and GBV coordinators and partners including national and local women-led/youth-led organizations.
  • Prepare final documentation report, consisting of the following:
    • At least three (3) country-specific case studies highlighting implementation, key lessons, and recommendations.
    • At least seven (7) mini case studies/field examples that can be used as “highlights” in an e-learning on GBV risk mitigation in Education coordination.
    • Consolidated report combining the findings from the desk review and key informant interviews.
    • Prepare a draft Good Practice/Learning Brief on GBV-Education in Emergencies inter-sector collaboration throughout the HPC.
    • Note that the finalization of the report will go through a consultative and validation process.

Deliverables and Payments

Payment tranche 1 (30%): Submission of the inception report and notes from the desk review

Payment tranche 2 (70%): Submission of the preliminary report from desk review and key informant interviews and zero draft of the case studies and final documentation report and an external-facing good practice/learning brief

Consultant’s Work Place and Official Travel

The Consultant will be remote/home-based.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made according to the pre-established schedule, on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all-inclusive lumpsum based on 57 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Master's in international development, social sciences, human rights, gender. Academic credentials in gender-based violence prevention, risk mitigation, response are an asset.
  • Minimum of seven (7) years of relevant professional work experience at national and international level on education in emergencies strategic planning, programme design and implementation, and/or coordination.
  • Proven knowledge of humanitarian architecture, coordination mechanisms and cluster functions.
  • Proven capacity to produce good practice documentation reports of high quality.
  • Experience on gender and GBV mainstreaming in education in emergencies and/or GBV and education inter-sector collaborations is an advantage.
  • Fluency in English required. Knowledge of other official UN languages, preferably French and/or Spanish, is an asset.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
