As the largest single vaccine buyer in the world, UNICEF has a unique and longstanding expertise in procurement and logistics to help children in need. UNICEF procures more than 2 billion doses of vaccines annually for routine immunization and outbreak response on behalf of nearly 100 countries.

Through the COVAX Facility – led by Gavi, the Vaccine Alliance, WHO and CEPI – UNICEF is working with manufacturers and partners on the procurement of COVID-19 vaccine doses, as well as freight, logistics and storage. In collaboration with the PAHO Revolving Fund, we are leading the procurement and delivery for 92 low- and lower middle-income countries while also supporting procurement for more than 97 upper-middle-income and high-income nations. In addition to UNICEF’s role within the COVAX Facility, UNICEF is a key cross-cutting partner in the other pillars of the official ACT-A commodity pillars (therapeutics and diagnostics) and supports the end-to-end supply chain for these commodities.

As part of its broader commitments to information transparency and recognizing that the free flow of information and correcting information asymmetry is critical to underpin an efficient COVID-19 vaccine market, UNICEF has published the COVID-19 Vaccine Market Dashboard, the go-to public resource for the latest information on the world’s COVID-19 vaccine market and the COVAX Facility’s vaccine deliveries. The dashboard gives a global overview of COVID-19 vaccine development and progress towards vaccine approvals, reported global vaccine production capacity, manufacturing agreements, vaccines secured and optioned through bilateral and multilateral supply agreements, and reported vaccine prices. It also provides daily updates on total COVAX vaccine deliveries, doses allocated, and doses ordered, as well as globally reported vaccine deliveries and vaccine donations outside of COVAX. In the future, UNICEF is planning to make available information of other strategic COVID-19 products/markets, such as, Therapeutics and Diagnostics.

Under the supervision of the Market Research Officer (Markets and Supplier Financing Centre), the incumbent will be expected to support in the analysis of data, perform ad-hoc market research activities, and assist in quality assurance and media monitoring efforts related to the COVID-19 Vaccine Market Dashboard and future COVID-19 Market Dashboards under development.

Scope of Work: MAIN DUTIES/RESPONSIBILITIES:

Data Collection and Curation

  • Perform daily monitoring on major international media outlets (including but not limited to online news websites, news agencies, and newsletters), as well as social media platforms (Twitter, Instagram, and other), and proprietary databases related to key developments in the COVID-19 vaccine, therapeutics and diagnostics market.
  • Identify specific datapoints related to the COVID-19 vaccine, therapeutics and diagnostics market and develop weekly reports with key findings.
  • Provide UNICEF with any other market data collection and curation support as requested and agreed in monthly work plans.

Data Quality Assurance

  • Monitor the data and data submissions for quality and consistency, and flag significant changes or irregularities.
  • Support with data cleaning and address data quality issues. Provide recommendations on how to prevent such issues going forward.
  • Identify potential gaps in the data requiring supplementation and draw up recommendations.
  • Conduct other specific/targeted data reviews, as requested.

Data Analysis

  • Undertake necessary data management and analysis tasks including data extraction, cleaning, collation and analysis.
  • Prepare presentations, infographics and statistics of findings resulting from performed analysis, and comparative analysis of results vis-a-vis previous reporting periods (monthly, quarterly reports).
  • Conduct other specific/targeted data analysis, as requested.

  • Methodology, tools and approach to conducting data monitoring and data quality controls.
  • Weekly reports of findings derived from data monitoring and data quality control activities.
  • Production of specific/targeted data analyses.
  • Final report, with all relevant data/materials/outputs produced during the assignment.

The consultant will interact with UNICEF staff to receive any clarifications and guidance that may be needed. The consultant may also engage with external service providers to request inputs needed to develop the required deliverables. On a weekly basis, the consultant’s work will be coordinated with the Market Research Officer. Each deliverable will be delivered in draft for comments and feedback before finalization.

The Consultant will duly inform UNICEF of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

All reports and results are to be submitted to the UNICEF in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNICEF).

Remarks: This consultancy has a potential for travel to Copenhagen, when deemed necessary.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master’s Degree) in Information Management, Data Science, Statistics, Business, Economics, or other related discipline is required.
  • Work Experience: A minimum of one (1) year professional work experience in data analysis, data monitoring, market research is required.

    Experience in the following areas is preferred: • Proficiency in Excel, including formulas. • Experience working with Power BI and/or other data visualization programmes. • A high level of attention to detail. • Experience in data collection, data analysis and database management. • Experience in working on data analytics and/or business intelligence, including experience in reporting complex data. • Experience in data quality checks and assessment. • Experience in report writing, visualization and dissemination of information for a broad audience.

    Languages: Fluency and excellent writing skills in English are essential. Proficiency in another UN official language is an asset.

EVALUATION CRITERIA: Qualified candidates are requested to submit:

1. Cover letter/application. 2. Financial quote for the consultancy which must include: the total consultancy fee (broken down into daily rate in US Dollars and number of consultancy days), travel costs (if applicable, considering two trips to Copenhagen, with details of the economy class ticket price) and administrative fees (if applicable, broken down into the separate categories of costs like internet, phone etc). The fees should be inclusive of all taxes. 3. CV. 4. At least 3 Reference contacts.

UNICEF considers best value for money as a criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e. achieving the desired outcome at the lowest possible fee. Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

Candidates will be evaluated by the following criteria:

Financial Proposal (40 points) Total estimated cost of contract (considering daily fee, travel costs, and other administrative costs) Financial Proposal –Weight Combined Score TOTAL SCORE (100 points)

Only candidates obtaining a minimum of 70% from the maximum available technical score (42 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 40. All other price proposals will be evaluated and assigned points, as per below formula:

40 points [max points available for financial proposal] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposals obtaining the overall cumulatively highest scores after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offers and will be invited for an interview.
