Background

UNCDF is the UN’s capital investment agency for the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

Since 2013, UNCDF has been implementing a market development approach on digital finance in Uganda. With the support of the Sweden Development Agency (SIDA), UNCDF will execute the “Leaving no one behind in the digital era” strategy in country until 2024 under the “Connect” Rural Uganda Programme. The Programme has the aim to develop an inclusive digital economy(IDE) in Uganda with a specific focus at empowering rural communities, smallholders’ farmers, agri-business and refugees - to lead productive and healthy lives, by expanding access and usage of digital services.

The main expected outcomes of this new initiative include:

  • Rural community members in Uganda (smallholders farmers, agri-business & refugees) have the knowledge, skills and behaviours needed to access and use digital services. They have better access to training and education through digital channels;
  • New business models and technologies for delivering services are scaled for rural communities in the education, health, finance, agriculture and energy sector;
  • Rural community members have improved access to and increasingly use digital payment accounts;
  • The Government of Uganda implements policies that enable access and usage of digital services.

As part of this engagement, UNCDF would like to engage with an institutional relations analyst who is recognized as a neutral broker by government and private sector partners and who wiill (1) provide strategic guidance to UNCDF regarding institutional relations in Uganda and (2) help strengthen UNCDF presence in Uganda expand its network, to increase visibility at key events and convene stakeholders within the Uganda digital ecosystem to foster discussion and action on the role of digitization in achieving Uganda’s vision 2030 and the SDGs.

Duties and Responsibilities

Under the supervision of the UNCDF Country Digital Lead, the Relationship and Partnerships Analyst will be responsible for the following activities and deliverables:

Strategic relationship and partnership development:

  • Support the development of corporate strategies tailored to partners;
  • Support to building and maintaining relationships with the financial sector, private sector investors, and the Government partners;
  • Support for providing strategic advice and policy recommendations with a view to positioning UNCDF IDE strongly;
  • Identification of opportunities for UNCDF programmes in its relationship with other UN Agencies;
  • Implementation of strategy for partnering with UN Agencies around UNDAF, SDG and other joint programming for implementation of UN Reform;
  • Identification of specific areas for support, building on UNCDF IDE comparative advantages and UNCDF programmatic objectives in country.
  • Assist in building and maintaining relations with other UN agencies that support the effective implementation of the digital economies, with special focus on jointly mobilization of resources;
  • Provides technical support during negotiation processes at the programme level with key partners (relevant to the new thematic areas such as with the policy, digital financing and economies.)
  • Enhances capacity by UNCDF IDE to pursue and capitalize on strategic partnerships and resource mobilization opportunities.

Support to mobilization of resources:

  • Provide effective and efficient support to the Digital Country Lead in the mobilization of resources in all aspects of resource mobilization;
  • Support and create new partnerships with non-traditional donors, particularly the investment sector, and the financial sector;
  • Identify and develop opportunities for resource mobilization and advise the Programme on appropriate strategies and approaches to seize them; and
  • Support the development of programme strategies for resource mobilization, including through strategic partners.

Effective Internal and External Donor Relations:

  • Based on in-depth knowledge of national environments, identify targeted interventions to mobilize support for UNCDF IDE and influence positively national policies and other decision-making processes;
  • Build and maintain UNCDF IDE visibility and reputation at relevant stakeholder and partner meetings and events;
  • Build, nurture and maintain effective internal and external working relations, including with relevant stakeholders and partners in the Government and private sector.

Facilitation of knowledge building and knowledge sharing:

  • Identification and formulation of lessons learned and recommendations to be integrated into broader CO knowledge management efforts;
  • Contributions to knowledge networks and communities of practice; and
  • Organization and conduct of trainings on RM and partnerships building in the Country Office.

Required Skills and Experience

Min. Academic Education:

  • Master's Degree in social science especially gender studies, or relevant discipline.

Min. Years of relevant work experience:

  • At least 8 years of experience in a partnerships management role, preferably in the private sector mandatory;
  • At least 5 years’ experience working in Uganda is mandatory;
  • Experience in managing innovation projects especially leveraging digital platforms or digital service offerings is preferred.
  • Advanced Marketing Certification would be a plus;
  • Experience in the telecommunications sector preferred;
  • Sales and marketing experience preferred;
  • Ability to establish strong working relationships public sector authorities, civil society, and private sector leaders; international donors; and other stakeholders.

Required Language(s) (at working level):

Full fluency in written and spoken English is required.

Institutional Arrangement:

The Specialist reports directly to UNCDF’s Digital Country Lead.

Travel:

UN will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

References may also include peers.
