**OVERVIEW** Parent Sector : Field Office Duty Station: Beirut Job Family: Education Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 05-NOV-2020 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** UNESCO is leading the coordination of rehabilitation of academic institutions, including schools, TVET institutes, and universities following the massive explosion in Beirut, which occurred on the 4th of August 2020. UNESCO’s role is coordinating the schools rehabilitation efforts, including coordinating partnerships, finance, implementation, monitoring, and reporting. The particular components of this role include; a) to ensure timely and robust coordination between sectors to optimize support for the Government-led response and identify and respond to any gaps; b) to ensure a thorough and comprehensive assessment of the impact on the Education sector; c) to prepare and coordinate the response/funding frameworks on schools for submission to donor community and to the Government; and d) to monitor the rehabilitation works (including issuing take-over certificate), conduct periodic reviews on rehabilitation response and keep all relevant stakeholders informed. Accordingly, UNESCO is searching to hire a project coordinator to support in this role. Long Description Under the overall authority of the Director, UNESCO Office in Beirut (UBO) and in direct coordination and supervision of concerned Programme specialists, the incumbent shall perform the following tasks: - **Project Management:** - Provide overall and day to day coordination to the schools’ rehabilitation projects and activities, including planning, management, and oversight of implementation; - Develop and manage the project implementation plan regarding the schools rehabilitation process (timeline, objectives, budgets, stakeholders mapping, execution process including detailed schedules, M&E, risk management, etc.); - Ensure timely implementation and efficient performance of contractors; - Contribute to overseeing the operational and financial procedures of the schools’ rehabilitation process, including doing site visits to the schools as necessary; - Ensure that all project operations are in compliance with the conditions of the contractual process, including the financing agreement/budget; - Review and keep record of all documentation related to the project; - Support the contractual process (preparation and management) Long Description - **Monitoring and Reporting:** - Track the progress of the schools rehabilitation process and prepare periodic progress reports, including technical and financial progress reports, and briefing/progress reports to donors; Reports should show ongoing progress and results on agreed-upon targets and expenditures over time; - Prepare semi-annual reports, highlighting achievements, results, challenges faced, lessons learnt, and evaluation; - **Communication and Coordination:** - Follow up on the communication plan implementation of the assigned project; - Maintain continuous and regular communication with implementing partners (contractors) throughout the projects life cycle; - Liaise with, and maintain coordination and communications amongst all relevant partners and stakeholders, including UN agencies, Ministry of Education and Higher Education, relevant government institutions, schools, NGOs, and others as relevant; - Maintain regular internal communications and coordination with UNESCO team. - **Undertake any other relevant tasks requested by the Director.** Long Description **COMPETENCIES (Core / Managerial)** Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS AND PROFESSIONAL EXPERIENCE** - Advanced university agree (Master’s or equivalent) in education or other development-related fields; - A minimum of 7 years of relevant professional experience in project management, preferably in the education sector; - Professional knowledge of the SDGs, especially SDG4 (Quality Education); - Good knowledge of the education sector in Lebanon, especially the schooling system; - Previous experience working with UNESCO, or other UN agencies, is preferable; - Excellent research, analytical and writing skills in English and Arabic is mandatory; working knowledge of French is an asset; - Excellent computer literacy skills. **DESIRABLE QUALIFICATIONS** **APPLICATION PROCESS** **Rename the “BENEFITS AND ENTITLEMENTS****”** **title to “APPLICATION PROCESS****”****, and use additional sections if required to add other relevant information.** **Otherwise you can delete this section.** **SELECTION AND RECRUITMENT PROCESS** Please note that all candidates must complete an on-line application and provide complete and accurate information.
