The position holder will manage and coordinate implementation of World Food Program supported TSFP/BSFP program. This position will provide technical and management support to implement the BSFP/TSFP Project in Tigray Region. He/She will also maintain close liaison with donor/s, Government and other implementing partners for smooth implementation. Coordinate and liaise with other agencies including UNICEF, WFP, and UNOCHA at regional/district level to in order to effectively implement /TSFP and other related project activities in a cost effective manner. The staff will always ensure involvement of defector authorities throughout the process to reinforce the system’s role for support and strengthening the project. Liaise and established contacts at Zonal and woreda level with government health office, DRMFSS, NGOs, and UN agencies (WFP, WHO and UNICEF) [Networking, Partnering, and External Representation role],

Project Planning and Coordination

  • To closely coordinate and collaboration with WFP, local authorities and other key stakeholders to ensure effective start up, management, implementation, monitoring, reporting and evaluation of the project.
  • Offer technical support, guidance and capacity building other BSFP/TSFP staffs (Distribution Monitors and Community Nutrition Volunteers) on effective implementation of TSFP/BSFP project at field level.
  • Network with other non-government organizations working in Nutrition and health at the governorate and district level and share notes and where necessary plan jointly.
  • Attend all BSFP/TSFP related coordination meetings/forums at governorate/district level and offer feedback to other staff and the line supervisor.

Work closely with General Food Distribution Team to ensure smooth implementation of BSFP/TSFP component in an integrated manner

Project Implementation and Monitoring

  • Support TSFP/BSFP staffs to ensure timely registration of project beneficiaries and issuance of proper project identification documents.
  • Timely request of all required BSFP/TSFP nutrition commodities on monthly basis or as advised to ensure timely dispatch and distribution to avoid missing any cycle.
  • Monitoring and tracking all BSFP/TSFP nutrition commodities issued to ensure they reaches the intended final distribution points and that the same reaches the intended beneficiaries.
  • Make frequent field supervisory visits in the targeted districts and Food Distribution Sites (FDPs) to ensure that BSFP/TSFP activities are implemented as per the Project

Proposals and the laid down guidelines.

  • Regular capacity building of other BSFP/TSFP staff on proper implementation of BSFP/TSFP project.

Help set objectives for the staff reporting to him/her and review them regularly to ensure they are achieved.

Staff management and coordination

  • Oversee all staff under the BSFP/TSFP project management including capacity building, ongoing performance evaluations, management, general well-being, work schedules, discipline etc. in co-ordination operation and P&C in accordance with World Vision policies and guidelines.
  • Ensure that staff responsibilities are clearly defined and understood, with performance objectives set against work plans and regularly monitored.
  • Adhere to and ensure Security Protocols are followed by Nutrition teams both when in Office and field areas.
  • Organize regularly evaluation meetings of team members

Take appropriate measures in case of conflict and breach of policies in liaison with P&C

Learning and Evidence Base Development, Dissemination and Knowledge Management

  • Assist assessment in the field as part of field preparation, field supervision

Identify best/promising practices and success stories for documentation and dissemination

Report Preparation & Submission

  • Compile and submit on timely manner both WFP/donor reports with assistance from other appropriate project staff i.e. monthly BSFP/TSFP Officers reports,monthly progress report, WFP Cooperating Partner Report, Stock Report, Quarterly/Annual donor reports.
  • Provide regular and timely updates to the Head Office Nutrition Specialist and the rest of the project team on progress, priorities and constraints both verbally and in writing.
  • Compile documentation of best practices and lessons learnt within the organization and with other stakeholders in your project areas.

Maintain proper filing systems and storage of all project documents, reports and other relevant technical materials (both hard and soft copies)

Knowledge/ Qualifications Required for the role:

  • Minimum three years of working experience with NGOs in TSFP/BSFP program Experience in BSFP/TSFP , Food Aid programs or community based nutrition intervention preferably in emergency context Knowledge of latest developments in nutrition and food security Knowledge and practical experience of the national/international Community Based Management of Acute Malnutrition (CMAM) protocols and BSFP Programming is an advantage
  • Experience in facilitating trainings and workshops
  • BSc degree in Health record and Health information system related health field of study preferred from accredited universities or health colleges, Master’s in public health or Nutrition or related field with Bachelors in Nutrition or health science experience in CMAM/CTC/BSFP/TSFP and IYCF

  • ToT training in Acute Malnutrition 2019 revised guideline
  • Trained on Family MUAC approach
  • ToT training in revised 2019 IMAM guideline
  • Certificate of training on SPHERE standards
  • SMART survey ToT/basic training
