Result of Service

The individual contractor will assist NTFCs' of beneficiary countries and will contribute in the development and finalization of national trade facilitation roadmaps.

Duties and Responsibilities

Under the supervision of the project officer of UNCTAD’s TFS and TAB project officers, in close cooperation with policymakers in the beneficiary countries and the ASYCUDA Pacific Regional Office, the individual contractor will undertake the following tasks: (1) Support TF capacity building activities - Support and coaching of the Secretariat of National Trade Facilitation Committees (NTFC) and/or NTFC members in performing their scheduled task for the development of a national TF roadmap. - Assist in the coordination and outreach to government officials, and key stakeholders regarding the development of a national trade roadmap as well as the reform tracker tool. - Support the implementation of the national trade facilitation roadmap activities. - Support the delivery of some reform tracker related activities. - Contribute to assisting in responding to countries queries regarding roadmap components and their content. (2) Support the organization of online or offline meetings and workshops (including TF capacity building workshops in relation to point 1) - Support the coordination with government contact points - Support UNCTAD procurement process, communication and social media activities, and any other matters (e.g., agenda, participant list, questionnaire, summary note) - Support UNCTAD staff in liaising and following-up with country representatives. - Support through the development of meeting agendas, background documents, meeting outcomes, and support follow-up activities - support the preparation of invitations and follow up with participants to ensure participation and engagement in consultations oraganised - Provide logistical support and carry out any other additional activities required to ensure well-organised and productive engagements. (3) Any other support activities within the scope of the above-mentioned activities (roadmap and reform tracker), for instance, when it comes to the preparation of reports, briefings , surveys and meeting summaries among others. - conduct desk review of information, analyse the information and provide an assessment report on findings - Coordinate and visit policymakers in different ministries and agencies by cooperating with government focal points, in order to collect relevant information To create a baseline for the work relevant to the roadmap and reform tracker. NTMs related: (1) Support NTM capacity building activities - Assist in outreach to government officials, researchers and business professionals to solicit their interest in the NTM online course - Support the registration and address any technical issues related to the online course platform before, during and after the NTM online course under the guidance of the relevant UNCTAD staff - Support the roll-out of the NTM online course substantively and logistically (e.g., forum maintenance, course schedule reminder) under the guidance of the relevant UNCTAD staff (2) Support the organization of online or offline meetings and workshops (including NTM capacity building workshops in relation to (1)) - Support the coordination with government contact points - Support UNCTAD procurement process, communication and social media activities, and any other matters (e.g., agenda, participant list, questionnaire, summary note) (3) Support the coordination with other international and regional organizations and partners - Attend relevant meetings and workshops organized by other international and regional organizations and partners, make interventions where appropriate, identify potential cooperation areas and report to UNCTAD staff - Provide inputs and participate as a speaker in the meetings and workshops, upon request (4) Support outreach activities to various stakeholders - Promote UNCTAD’s work, findings and recommendations to governments, universities, and private sectors (e.g., Reports, Export Guide, TRAINS NTM database and Global Trade Helpdesk) Raise awareness of UNCTAD work through this project.

Qualifications/special skills

An advanced university degree, Master, in Trade, Economics, Business Administration, Law or development with specialization in international trade, customs and/or transport, or related field is required. At least 3 years of relevant experience in international trade and economic analysis is required. Experience working in the field of trade tariffs, HS codes classification in particular, customs, and trade facilitation is required Relevant work experience in the Pacific region is desirable Working knowledge about NTFCs, facilitation, in particular, WTO TFA and experience in trade facilitation implementation is desirable Knowledge of and familiarity with UNCTAD's methodology of NTM data collection and HS code classification is desirable

Languages

Fluency spoken and written in English is required.
