Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance.

Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighboring countries to provide aid to tens of thousands people forced to flee. NRC has launched a humanitarian response plan for the next six months to support 800,000 people inside Ukraine and neighboring countries.

NRC is operational in Ukraine and is also in the process of setting up country operations in Poland and Romania and Moldova and potentially other countries subject to regional context developments. To support the regional response in the best way, NRC has decided that it will set up a regional office in Warsaw Poland. This will ensure a centralized structure in proximity to the crisis and provide a coordinated support and management to the country operations.

The role

The purpose of the Regional Support Director position is to assume overall accountability for the strategic development of Finance, HR, Logistics, ICT and Administration functions in the region promoting learning and cost-conscious culture. The Regional Support Director has a responsibility to ensure holistic approach to the operations, integrated with the programme support provided by the Regional Programme Director.

Responsibilities

  • Compliance and adherence to NRC policies, guidance and procedures
  • Manage performance and staff development of the Regional Support staff.
  • Ensure strategic development of Finance, HR, Recruitment, Logistics, IT and Administration functions to maximize support and oversight of the Country Offices.
  • Ensure development and implementation of adequate control mechanisms of NRC operations in the region, and that risks are minimised by monitoring compliance of country operations
  • Facilitate guidance, support and capacity building related to the support functions in the region
  • To enhance organizational learning, explore and create synergies between Country Offices related to Finance, HR, Logistics, and Administration
  • Ensure strengthening of awareness of anti-corruption and Code of Conduct in the region
  • Liaise with CDs and Country Offices Heads of Support to ensure constructive communication between related Regional functions and Country Offices
  • On behalf of the Regional Director, act as the main focal point for the region on new global strategies and global change projects relating to support functions (eg HR, Finance), at the development, implementation and review phases. Ensure implementation of, and adherence to NRCs global policies, initiatives and donor commitments relevant to the support functions.
  • Upon request Deputize for the Regional Director.
  • Accountable for overall budget control and overview of the regional admin budget
  • Serve as the focal point for input of relevant content to the region’s annual and Triannual reports
  • Ensure timely recruitment of Unit staff and support Country Directors in recruitment of support staff such as; FM, HR Manager, maintain an overview of support staff in post in country programs

What We Are Looking For

  • Minimum 7 years of relevant leadership/management experience within the humanitarian field
  • Background in a relevant professional discipline combined with broad experience of operational management
  • Knowledge of the support functions; Finance, HR, Logistics and Administration
  • Experience of effective change management
  • Experience from working in complex and volatile contexts
  • Documented/proven results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the context in Central and Eastern Europe
  • Experience with start-up, exit or similar
  • Understanding of matrix structures
  • Professional credibility to provide strategic leadership across a multi-disciplinary team and to provide strategic guidance to senior managers in country operations
