Job Purpose

As a Regional Roving Finance Adviser, you will provide financial management expertise to country offices in close collaboration with country finance teams and the regional finance teams. You will also be able required to travel extensively within the regions of assignment, building capacity of country finance teams, backstopping for the Finance Managers in their absence, and providing additional capacity to in country finance teams during seasons of additional and or increased workload.

The Regional Roving Finance Advisor will be expected to provide support to country offices during emergency responses while contributing to the development and advancement of financial policies and procedures.

What you will do

  • Financial compliance, monitoring and control - work closely with country finance teams to ensure oversight to budgeting, accounting, month end and year-end procedures, auditing and other financial processes are in line with NRC Financial Handbook, other NRC policies, donor and auditor requirements as well as perform regular control checks.
  • Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting, including implementation of global initiatives.
  • Ensure that financial management and finance trainings are conducted for finance and non-finance staff throughout the region on NRC budget design and reporting requirements, donor specific budgeting and reporting requirements and financial analysis.
  • Work with country leadership and finance teams to address issues identified as areas of risk related to financial management by internal/external auditors and/or regional finance teams.
  • Report on deviations and recommend corrective actions based on internal financial reporting (BVA’s) produced by country Finance units.
  • Participate in the elaboration of guidelines that develop NRC internal financial control systems that can be applied in all countries.
  • Advise and train Country Office management and Budget Holders on the implementation of NRC’s financial systems, routines and procedures at Country Office level. Coordinate Country Offices’ budgeting and reporting, producing required analysis and reports.
  • Collaboratively work with Country leadership in identifying capacity and or performance gaps and put in place measures to address the identified gaps through training for both finance & non-finance staff on both NRC financial tools, policies and procedures and donor rules and regulations.
  • Support with the roll out and implementation of new and or revised NRC financial tools and standards.
  • Ensure that best practices are identified, documented and disseminated both within the region and beyond.

Professional competencies, qualifications & skills

  • Minimum 3 years of experience in Financial Management or similar positions in a humanitarian/recovery context
  • Ability to travel and work in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal, knowledge of Arabic is an advantage.

Context related skills, knowledge and experience:

  • Knowledge of the humanitarian sector
  • Knowledge of the supported country contexts is an advantage
  • Knowledge of NRC policies and procedures is an advantage

Reports to : Regional Head of Finance - Middle East Region

Duty station: Amman, Jordan

Travel: Up to 80% mainly to countries where MERO operates

Duration and type of contract: 12 months, Renewable

Salary: Based Upon NRC salary Scale.
