What we are looking for The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional Roving Finance Adviser for Latin America who will provide financial management expertise to country offices in close collaboration with country finance teams and the regional finance teams. The post holder will be required to travel extensively within the regions of assignment, building capacity of country finance teams, backstopping for the Finance Managers in their absence, and providing additional capacity to in country finance teams during seasons of additional and or increased workload. The Regional Roving Advisor will be expected to provide support to country offices during emergency responses while contributing to the development and advancement of financial policies and procedures.

What you will do

1. Coordinate Country Offices’ budgeting and reporting, produce required analysis and reports.
2. Ensure oversight to budgeting, accounting, month end and year-end procedures, auditing and other financial processes in line with NRC Financial Handbook, annual budgeting instructions, other NRC policies and donor and auditor requirements as well as perform regular control checks
3. Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting, including implementation of global initiatives.
4. Advise and train Country Office management and Budget Holders on the implementation of NRC’s financial systems, routines and procedures at Country Office level
5. Ensure that financial management and finance trainings are conducted for finance and non-finance staff throughout the region on:

What you will bring

• Minimum 3 years of experience in Financial Management/Advisory or similar positions in a humanitarian/recovery context
• Ability to travel and work in complex and volatile contexts.
• Interpersonal skills, building collaborative relationships.
• Analytical and facilitation skills
• Ability to work under pressure and prioritize multiple demands
• Documented results related to the position’s responsibilities
• Fluency in English and Spanish, both written and verbal
• Knowledge of the humanitarian sector
• Knowledge of the supported country contexts is an advantage
• Knowledge of NRC policies and procedures is an advantage

• International experience in, and knowledge about the regional context is and countries supported is highly desirable

  What we offer - Duty station: TBD (will be determined by the country of residence)

• Contract: national or international, 12 months renewable
• Travel: up to 80% mainly to countries where NRC operates in Latin America
• Salary/benefits: grade 9 on NRC’s regional salary scale, with accompanying terms and conditions for international contracts

The Latin American (LA) region faces multiple complex emergencies, including the internal and regional impact of the crisis in Venezuela, the humanitarian consequences of the armed conflict in Colombia, and the pervasive high levels of generalised violence in the North of Central America and in Mexico. These conditions produce some of the highest forced displacement numbers in the world. According to UNHCR, there are over 15 million displacement-affected people, including some 7,4 million Internally Displaced Persons (IDPs) across NRC country programme coverage in Latin America. The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination and exclusion. Those phenomena are accelerating across the region.

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.
