The Danish Refugee Council (DRC) is an independent international non-governmental organization, working in 40+ countries throughout the world, and our primary mandate is to promote durable solutions for refugees and displaced populations. DRC East Africa & Great Lakes (EAGL) region provides urgent response at the onset of displacement and works with displacement-affected populations - both internally and across borders - to develop solutions to the challenges that they face. The DRC office in Nairobi is a Regional Office providing management support and strategic direction to DRC programs operating in East Africa & Great Lake region. The EAGL Regional Office covers the following country operations: Burundi, Djibouti, DR Congo, Ethiopia, Sudan, Kenya, Somalia, South Sudan, Tanzania and Uganda.

Overall purpose of the role:

This role has a regional focus and ensures compliance to DRC procedures and guidelines within the whole regional area. The role contributes to the development of regional strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing activities with regional scope.

Key responsibilities:

Monitoring and Evaluation

  • Assist the Regional Project Manager in developing strong indicators and logical frameworks for new projects
  • Support the Regional Project Manager with the active implementation of their Monitoring & Evaluation plans, ensure Monitoring & Evaluation plans are updated timely and Monitoring & Evaluation findings are in place for all donor reports.
  • Coordinate with field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data
  • Link with data and grants management tools developed to collect information and profiling. Support team to use these tools on all projects activities levels.
  • Organize, participate and collect field data and process/analyze this data
  • Take part and carry out assessments, evaluation and any other form of survey or review of projects
  • Undertake field trips and do physical observation on ongoing projects Guide the regular sharing of the outputs and the Monitoring & Evaluation findings with projects staff and implementing partners
  • Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs
  • Review the questionnaires developed for the assessments by the field team
  • Develop and strengthen DRC’s Monitoring & Evaluation department including coordinating recruitments, capacity building and performance management
  • Take the lead in supporting of all external evaluation consultancies of large DRC projects

Accountability

  • Coordinate the design and implementation of accountability systems for DRC projects working closely with relevant managers
  • Build the capacity of staff to plan and implement effective accountability systems for the country programme
  • Strengthen the beneficiary and feedback complaint mechanism and set-up new systems

Learning and project quality

  • Donor focal point for Monitoring & Evaluation components of projects
  • Participate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes
  • Regularly present key Monitoring & Evaluation findings to the Senior Management Team for further development
  • Support DRC’s aim for further strengthened integrated programming and actively propose ways of achieving this using Monitoring & Evaluation finding

As Coordinator the post-holder is responsible for the following:

  • Responsible for coordinating strategy and operations within a specific discipline in a region or country
  • Usually has technical line responsibilities within a given discipline, for both strategy and operations
  • Provides expert advice and support to set strategy and assure operational quality and compliance

Qualifications and Experience

  • Master's degree in relevant field (development, social research preferably with a focus on monitoring and evaluation as well as compliance issues)
  • Minimum of 5 years of work experience within the field of monitoring and evaluation
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies
  • Experience working in monitoring and evaluation of relevant programme sector
  • Experience in developing/ guiding information management systems for large humanitarian programs
  • Experience in participatory assessment and community-based monitoring approaches
  • Clear understanding of Core Humanitarian Standards (CHS);
  • Experience with capacity building of staff, and in convening and facilitating trainings and workshops
  • Full professional proficiency in English including excellent analytical and report writing skills

Conditions

Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for Kenyan National Staff ; Employment band NMF Un-accompanied post.

Availability: 15th May 2024

Duty station: This position is based in Nairobi
