Regional Offices are responsible for the setting the strategic direction and positioning of UNOPS programming in the region and for providing technical and strategic leadership, advisory services and operational support to Multi Country Offices (MCOs), Country Offices (COs) and Project Offices (POs) to achieve results.

The Programme Analyst reports to the Regional Director who provides broad supervision and guidance. The role is responsible for providing programme management support to the Regional Director, with particular focus on analysis and planning.

    Programme Management Support

  • Track programme results against targets, alert relevant management if delivery is not on track, compile data and support the management team to prepare for internal and external reports and reviews;
  • Prepare and provide support for high quality summary and analytical reports including, but not limited to, project reports, annual reports, situation reports, briefing notes and UN reports;
  • Support the internal performance monitoring and regular analytical exercises on UNOPS performance in the region and the overall operational environment;
  • Support the ROMA in the review of the Regional Office’s budget, annual review and authorization of expenses;
  • Provide support to the Senior Advisor, partnership and planning with regional coordination processes and positioning, and UN common planning and programming processes and the country level;
  • Contribute to record and share the ongoing development and implementation of best practices, lessons identified and innovative approaches to improve overall programme performance;
  • Support the the Regional Director in coordinating with relevant stakeholders to support aligned and coherent planning and implementation processes;
  • Coordinate the preparation of background documents, briefing notes, talking points for meetings of the senior management, and inputs for HQ reports;
  • Coordinate high-level visits, including preparations, agenda, and briefing materials.

    Knowledge Management

  • Screen and prioritise incoming communications and workflow for the Regional Director, determining necessary actions and follow up;

  • Maintain the Regional Director’s work flow by tracking key deadlines, work projects, meetings, liaising across sub teams for input;
  • In coordination with the Senior Advisor, Partnerships and Planning, lead on the development and maintenance of the donor database;
  • Maintain the records of briefing notes, background materials, talking points, records of meetings and share with relevant colleagues, as relevant to the overall information sharing and knowledge management processes;

    Communication and Visibility

  • Support the development of communication strategies from the regional perspective, where relevant, to maximize communication impact and outreach;

  • Support the design, coordination and dissemination of public information products and communication activities as well as gather and draft content for communications products and platforms.
  • Manage the Regional Twitter account.

Education/Experience/Language requirements

Education: - First-level university degree in Business Administration, Public Administration, Economics, Project Management, Finance or any related field is required; (bachelor’s degree or equivalent) with a minimum of 2 years of relevant experience is required.

Work Experience

  • Experience working in administration and coordination, providing support to senior management and organization of high level visits is a requirement.
  • Experience in supporting data analysis and reporting is an asset.
  • Experience working with the United Nations, international organizations or non-profit organizations is an advantage.

    Language requirements:

  • Fluency in English (speaking, reading and writing) is required.

  • Fluency in Arabic (speaking, reading and writing) is required.
