Context

The NRC Central and West Africa region is composed of country offices in Burkina Faso/Niger, Cameroon, Central African Republic, Democratic Republic of the Congo, Mali, and Nigeria, with an overall budget of approximately 100 million USD and 1,500 dedicated colleagues. All countries are experiencing varying levels of deterioration of the security situation, increasing humanitarian needs and displacements due to conflict increasingly impacted by climate change. Across the region new displacements occur alongside secondary displacements of people who are trying to return home, but often find themselves unable to return to their place of origin. While protracted displacement features heavily in the region, there are also opportunities for local integration and return.

The Central and West Africa Regional Office (CWARO) oversees the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.

About the Position

The Regional Programme department, led by the Regional Programme Director (RPD), supports with development of capacity in core competencies and cross-cutting themes across the region, which include Education, Livelihoods and Food Security, Legal Assistance (ICLA), Protection, Shelter and Settlements, and WASH. The RPD works collaboratively and in a matrix structure with the Regional Support and Advocacy teams, as well as the Global Programme Team in Head Office, and not least with Heads of Programme in Country Offices. The Regional Programme team also leads on programmatic donor and partner relations, monitoring and evaluation, and other areas including Humanitarian Access, Safe and Inclusive Programming, Cash and Voucher Assistance, Markets Systems, and Community Engagement.

As the Regional Programme Director you will assume overall responsibility for programme development and strategic vision in the region promoting learning, accountability and a cost-conscious culture. In addition, you will have the overall responsibility to develop and grow partnerships. Some of the responsibilities associated with the role include :-

  • Ensure linkages between NRC Head Office programme developments and the region and country offices and actively contribute to the work of the Global Programme Management Team.
  • In collaboration with regional and country colleagues, support the development of sub-regional strategic and programmatic initiatives (Central Sahel, Lake Chad Basin, etc).
  • Further develop protection programmes (including Humanitarian Mediation) across the region and the positioning of NRC as a key protection actor.
  • Contribute to expanding Market-based Approaches in the region.
  • Contribute to strengthening accountability to affected populations through championing the Safe and Inclusive Programming initiative, improving M&E systems, the improvement of Complaints and Feedback Mechanisms (CFM), enhanced Community Engagement, and improved needs assessments for evidence-based programming.
  • In cooperation with the Regional Support Director, explore and create synergies between country offices related to programmatic support and development.
  • Lead on regional strategic programmatic partnerships.
  • In collaboration with the regional team, analyse regional trends and opportunities for NRC expansion with a clear programmatic added value, including the Coastal Countries.
  • Engage as an active member of the Regional Management Group and Extended Regional Management Group

What You will bring

  • Minimum 7 years of relevant leadership/management experience within the humanitarian field
  • Experience from working in complex and volatile contexts
  • Professional proficiency in English and French is required, both oral and written
  • Knowledge of the humanitarian context in Central and West Africa
  • Knowledge of, and experience with, a range of institutional donors
  • Working experience from one or several of NRC’s Core Competencies is an asset
