Organizational Setting

The Regional Office for Europe and Central Asia (REU) is responsible for developing, promoting and leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. REU also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. REU supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region. REU is managing also national programmes and projects in countries of the region.

Reporting Lines

The Programme Support Specialist reports to the International Procurement Officer.

Technical Focus

Support and coordination of day-to-day procurement operations, including specialized and complex processes and functions, ensuring consistency, timeliness and conformity with relevant rules, procedures and practices.

Tasks and responsibilities

• Under the supervision of REU International Procurement Officer, act as focal point for all FAOUA project-related procurements as well as other emergency procurement projects in the Region, if any; • Review and analyze procurement requests for goods and services for completeness and conformity with established FAO rules, procedures and practice to ensure efficient procurement; • Oversee the generic REU-Procurement mailbox and follow-up with the procurement colleagues on their workload (in order to see how to distribute the tasks); • Assist REU International Procurement Officer in undertaking procurement actions related to L3 emergency in Ukraine; • Provide assistance in preparation and regular updating of the procurement plan; • Participate in the preparation, follow up and finalization of tenders. This includes (but not restricted to) sorting, registering and routing correspondence; preparing, editing and organizing a variety of documents, tables, reports, etc. in draft and final form; • Assist in preparing evaluation criteria for complex procurement actions, prepare or guide tender documents and contracts. • Ensure that the recommendations resulting from commercial evaluations are logical, justifiable and in accordance with the FAO procurement Regulation and Rules; • Liaise with suppliers; • Prepare submissions to the Local Procurement Committee (LPC) and the Headquarters Procurement Committee (HQPC); • Initiate a variety of administrative transactions, in particular related to purchasing transactions, in the FAO’s corporate computerized systems; Set up and maintain office files and reference systems including confidential files; • Drafting and preparing framework agreements and service contracts; • Assisting in obtaining customs clearance for international deliveries; • Assist the National Administration and Finance Officer in undertaking LoA actions and related duties; • Liaise with staff at various levels within the Organization: Headquarters and across the Region, as required; • Provide guidance to new colleagues on their day-to-day procurement activities. • Perform other administration related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in University Degree in Law, Business, Administration, Economics, Public Administration or another field relevant to the work of the Organization • Five years of relevant experience in procurement • Working knowledge (level C) of English and limited knowledge (B) of one of the following: Arabic, Chinese, French, Russian or Spanish for Consultant. For PSA only one FAO language level C is required.
