OBJECTIVES OF THE PROGRAMME

The objective of the Division of Business Operations (BOS) is to support the work of WHO in the European Region through delivery of services within the areas of human resources, finance, contracting and procurement, legal advice, information & communications technology, printing, security, facilities management, fixed assets, conference support, travel, and transport, safeguarding personnel and staff wellness and well-being. As an enabling function, the division enhances the productivity of the health technical programmes and country offices while at the same time overseeing accountability, transparency, and compliance with WHO administrative rules and regulations. The BOS division strives to strengthen the capacity of WHO/Europe to react in an agile way to external and internal changes. The division projects are designed to increase productivity, ensure financial sustainability of the region’s structures, reinforce a client-oriented culture, strengthen country office capacities, and drive strategic initiatives to enhance staff motivation and well-being.

The Procurement Unit plans, coordinates and manages procurement of goods and services, timely and cost-effective provision of medical and non-medical supplies equipment and services, for health collaborative programmes, as well as emergency operations during epidemic, man-made and / or natural disasters.

DESCRIPTION OF DUTIES

To plan, coordinate and manage the procurement, logistics and contracting of good and services of WHO/Europe, while ensuring integrity of the process, efficiency, timeliness, and service to clients. To ensure Procurement team members are engaged and efficient in performing their duties.

Under the supervision of Director, Business Operations Division, the incumbent:

  1. Plans and coordinates all procurement, logistics, and contractual services for WHO/Europe on diverse services and commodities such as IT equipment, instruments, vehicles, medicines, building maintenance, office supplies, furniture, etc. Leads the timely and cost-effective provision of essential medical and non-medical supplies, equipment, and services to support the implementation of commitments by WHO to Member States. Manages the Procurement budget within the Business Operations Division. Ensures objectives and priorities are met and on track.
  2. Advises and guides managers and staff on procurement services and promotes collaboration to resolve operational procurement issues.
  3. Advises WRs and CO staff on local procurement
  4. Builds and coordinates a regional procurement network of practitioners and participates in the global procurement network.
  5. Executes the agreements on procurement between WHO and other UN/multilateral organizations, Member States or partners.
  6. Reviews on an ongoing basis change in the market, development of products; proposes changes to innovative, cost-effective and/or sustainable approaches.
  7. Coordinates, supports, and manages the preparation and request for bids for goods and services, evaluation of offers, conduct negotiations as required with counterparties, follow-up on purchase requests placed with the Global Service Center (GSC), execute purchase contracts, review and certify suppliers’ invoices for payment. As required, undertake bidding and contracting of services in the region as required.
  8. Oversees, controls, and certifies the overall compliance of procurement operating procedures through the use of the ERP system and other tools; provides procurement status reports, data and statistics in accordance with procurement procedures.
  9. Contributes to the establishment of WHO long-term agreements, catalogues, and other mechanisms to increase the efficiency and effectiveness of the regional and country procurement process.
  10. Acts as a secretary to the contract review committee in WHO/Europe.
  11. Builds a network of external procurement related service providers and vendors to ensure the execution of services for WHO/Europe.
  12. Performs all other related duties as assigned

REQUIRED QUALIFICATIONS

Education

Essential: Master’s degree in business management, public administration, or related field relevant to the duties.

Desirable: Professional procurement qualification such as CPSM, CIPS.

Experience

Essential: A minimum of seven years' work experience in progressively responsible functions, at national and international level in procurement services. Experience managing teams in an international, multi-cultural and multi-disciplinary environment

Desirable: Experience in procurement within the UN System or a multilateral organization

Skills

Essential: Thorough knowledge of procurement services and supply operations. Service-oriented, problem solving and analytical skills. Communication and negotiation skills. Ability to manage and prioritize in complex situations. Knowledge of WHO and/or other UN systems in the field or at global level is an asset. Ability to identify and harness one’s emotions and apply them to tasks; and the ability to manage emotions, which includes both regulating one’s own emotions when necessary and helping others to do the same

Very good knowledge of MS Office.

Desirable: Good knowledge in use of an ERP system. Ability to use IT tools to improve workflows, speed of service and reports.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1347 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
